Work to undertake

Review information flows, selected process evidence and reports of significant exceptions within the body’s mandate. Ask whether staff understand the model’s practical requirements and whether changes in activities have been reflected in it. Identify repeated workarounds that may signal a control design or implementation problem.

Review whether staff can recognise when normal procedures no longer fit a situation and know how to escalate it. Repeated informal workarounds may indicate unrealistic process design, unclear authority or weak supervision rather than a simple training gap. The member should help the body test competing explanations through evidence. Where corrective action is proposed, ask how its operation will be checked and how the body will know whether the same issue has recurred in a different part of the service.

How to participate effectively

Contribute to the work programme, document enquiries and follow up agreed actions. Maintain appropriate confidentiality and distinguish substantiated findings from matters requiring further investigation. Cooperate with audit and other oversight functions without assuming their responsibilities or allowing issues to fall between them.

Qualified candidates

Relevant experience includes compliance supervision, internal audit, investigations, legal risk or public-service controls. Candidates should understand the purpose of an Organismo di Vigilanza and demonstrate independence of judgement, competence and dependable availability. Conflicts and appointment conditions require review against the actual mandate; the role should not be treated as a statutory-auditor appointment by another name.

Applicants should discuss a case where formal compliance indicators looked satisfactory but process evidence suggested otherwise. Effective contribution means asking better questions, producing reliable observations and supporting meaningful model improvement while leaving operational implementation with management.
