The problem this seat exists to solve
Candidates need senior service, utility, operations or board experience, with evidence of using performance information to improve accountability. They should be able to interpret data and listen critically to qualitative evidence. Experience engaging stakeholders is useful when it supports sound governance rather than substituting visibility for results.
Hear what the performance measures may conceal
The director will help a utility or environmental-service board assess the quality and reliability of service from the user's perspective. The remit connects operating measures, complaints and management response so that the board can identify persistent problems rather than rely on an overall average. It requires sensitivity to public-interest responsibilities and a practical understanding of service operations.
Scrutinise the evidence
Review how interruptions, response times, unresolved requests and complaints are recorded. Ask whether definitions are consistent and whether some users or locations experience materially different outcomes. The board should understand where information is incomplete and what management is doing to improve it.
From a complaint to an operating decision
Examine the link between customer concerns and operating decisions. A complaint process is valuable only if recurring causes inform service improvement. The director should challenge repeated explanations that attribute problems to unusual events without examining whether the organisation has adapted to their recurrence.
Review management's priorities, resources and measures for service improvement. Ask whether proposed actions address causes or only reduce the visibility of complaints. Consider the trade-offs between response speed, cost and lasting repair, and require those choices to be made explicitly.
Accountability through the board
The appointment is a director seat, with collective responsibilities and any agreed committee work. It does not confer authority to manage individual complaints or direct field operations. Separate statutory assurance or oversight functions retain their own responsibilities.
Success means a clearer account of service quality, better-informed investment and timely attention to persistent failures. Candidates must disclose relationships that could affect independent judgement. The board will expect them to represent the organisation's responsibilities as a whole, avoiding both uncritical defence of management and promises to stakeholders that the director has no authority or evidence to make.
