Contribution to the supervision programme

Review evidence from procurement, works approval, contractor oversight and relevant control functions. Examine how exceptional decisions are authorised and recorded. Help identify whether changes in systems, outsourcing or operating arrangements require attention within the model.

The member should examine how controls operate when works are urgent, access is remote or a contractor performs several linked functions. Ask whether supporting records can be independently checked and whether exceptions are reviewed after completion. Where a control depends on information from another team, assess the reliability of that flow. This requires understanding the operating context while remaining willing to challenge explanations that invoke technical complexity without providing evidence of how the relevant risk is actually managed.

Member responsibilities

Prepare for meetings, challenge incomplete information and support well-documented conclusions. Follow agreed actions and contribute to reporting on material concerns. Coordinate with other assurance bodies while maintaining the distinct purpose and authority of the Organismo di Vigilanza.

Candidate requirements

Candidates should bring compliance, legal, audit or operational-control experience relevant to infrastructure. Familiarity with 231 model supervision and the ability to interpret process evidence are important. Independence of judgement, competence, conflicts and continuity of participation require appointment-specific assessment; this is not an engineering licence or a general board mandate.

A useful evidence discussion

Applicants should explain how they would investigate a pattern of urgent procurement exceptions without presuming wrongdoing or accepting urgency as a complete explanation. The body needs someone who can ask precise questions, preserve confidentiality and identify when the model or information flow needs improvement. Management retains responsibility for execution and corrective action.
