The chair’s working agenda

Develop a risk-informed supervision programme and coordinate the contributions of members. Ensure information flows capture relevant incidents, process changes and control concerns. Commission or coordinate proportionate reviews within the body’s authority, then follow findings through to a documented response.

Areas where evidence matters

Test how contractor selection, service verification and expenditure approvals operate under pressure. Examine whether reports of irregularities lead to appropriate assessment and whether repeated exceptions indicate a weakness in the model. Avoid relying solely on policy acknowledgements or training attendance as proof of effectiveness.

Review how information about operational exceptions and potential misconduct reaches the body, including whether commercial or management filters could suppress difficult matters. The chair should ensure that concerns are assessed through appropriate channels and that the body can follow the response without taking over every investigation. Training and procedure updates should be evaluated for their connection to identified weaknesses. A useful report explains why a pattern matters, what remains uncertain and what response is required, rather than listing activity as a proxy for effectiveness.

Qualified candidates

Candidates should have substantial experience with 231 models, compliance assurance or related legal and control work, plus the ability to lead a multidisciplinary body. Independence, competence, conflicts and practical availability must be assessed against the actual appointment. The chair needs the confidence to request information and raise concerns about inadequate access or resources.

What effective leadership produces

The body should have a clear work programme, reliable records and reports that distinguish isolated exceptions from systemic concerns. Candidates should describe an instance where supervision led to a meaningful model or process improvement. The chair does not replace management’s responsibility to operate controls or investigate every matter personally.
