Review investment proposals through the entire service chain so local savings do not simply move cost or risk downstream.

The director should consider how financial sustainability, service reliability and stakeholder expectations interact. Scrutinise procurement and related-party arrangements through the board’s governance processes. Technical compliance advice should inform decisions without becoming a substitute for clear accountability.
Qualified candidates and nomination eligibility
Candidates should have governance experience or comparable senior responsibility in environmental services, infrastructure, finance or risk.
