Public-service technology organisation in Belgium
The problem this seat exists to solve
The adviser will establish practical data ownership where public-service processes depend on information created and corrected by different teams. The aim is to make data usable for operating decisions and accountability, rather than produce a catalogue that nobody maintains.
The decision that data must support
Choose important service decisions and identify the records on which they depend. Examine where definitions change, duplicate records arise or corrections fail to reach downstream users. Distinguish source errors from reporting transformations and determine who has the authority to resolve each issue.
An ownership model should explain who decides a definition, who performs the work and who can accept a known limitation. Assigning a senior sponsor to every data field is not a substitute for an executable process.
The professional background sought
Qualified candidates should have implemented data governance in a complex service organisation and understand the connection between information, process and technology. They need analytical capability, facilitation skills and experience working with privacy and records specialists. A purely technical data-platform background will not cover the organisational remit.
Make ownership usable by service leaders
Recommend priority data standards, correction routes and escalation for disputed information. Define quality measures linked to actual consequences: failed processing, incorrect routing, repeated requests or unreliable performance reporting. Establish how major system and process changes will update the data responsibilities they affect.
Test the proposed arrangements against a case in which two departments hold conflicting but plausible records. Identify the decision authority, the evidence required and how the resolution propagates. Examine what happens while the conflict is unresolved so staff are not forced to choose between blocking a service and making an undocumented assumption.
Deliver an owned improvement backlog, agreed definitions for priority information and tested correction procedures. Management retains authority over service decisions and specialist legal interpretations. The adviser should leave a model that staff can operate within ordinary workloads, with clear evidence of whether information reliability improves over time.

Before you apply — an advisory engagement
No office of director, and no appointment formalities.
An advisory engagement creates no directorship in Belgium. There is no registry filing, no regulator pre-approval, no residency arithmetic and no statutory director liability — which is why it is so often the right first step into a market you do not yet know.
- On this brief
- Independence
- Where the engagement specifies independence from any search that follows, that is a requirement of the engagement rather than a courtesy — an adviser to a board is not a candidate for it.

All seats in this market →Interim Director of Operating Integration Recovery
Belgium·Business Services & Diversified
Organisational recovery organisation in Belgium
The director will take executive responsibility for an operating integration requiring renewed direction. The mandate concerns unresolved interfaces, duplicated responsibilities and benefits that have not become normal business performance. It requires reassessing the remaining work and implementing a credible plan rather than simply reviving the original programme schedule.
Interim Technology Supplier Delivery Director
Belgium·Technology & Digital Platforms
Secure software delivery organisation in Belgium
The role carries executive responsibility for the agreed delivery plan and coordination of internal and supplier work. Contract amendments, settlement decisions and material expenditure remain with authorised officers. The engagement should conclude with accepted capability, clear support responsibilities and a documented position on outstanding work or claims. Handover must make any remaining supplier dependence visible. Success is a service the organisation can operate and govern, rather than a collection of completed supplier milestones that leaves the most important integration work unresolved.
Interim Technology Modernisation Programme Director
Belgium·Technology & Digital Platforms
Secure software delivery organisation in Belgium
Candidates should have led substantial technology-enabled change in a controlled or public-interest service environment. They need strong programme leadership, technical fluency and evidence of managing stakeholders with different objectives. Seniority should be demonstrated through the complexity of decisions handled and outcomes delivered, not simply through a prior title.
