The problem this seat exists to solve
Candidates should have led substantial technology-enabled change in a controlled or public-interest service environment. They need strong programme leadership, technical fluency and evidence of managing stakeholders with different objectives. Seniority should be demonstrated through the complexity of decisions handled and outcomes delivered, not simply through a prior title.
Deliver change around a service that must keep working
The programme director will lead technology modernisation for a complex service organisation with formal assurance and stakeholder requirements. The assignment is to translate an approved direction into controlled delivery, connecting technology work with process change and operational readiness. The role must make progress visible without reducing success to the completion of technical milestones alone.
Review the programme's intended outcomes, current commitments and dependencies. Confirm who owns the future service and how acceptance will be demonstrated. Where business processes, data or organisational responsibilities remain unresolved, bring those decisions into the programme plan rather than allowing technology teams to build around assumptions.
Executive delivery responsibilities
Lead integrated planning, risk escalation and change control within the agreed mandate. Ensure suppliers and internal teams work to compatible acceptance criteria and that evidence is available before a release decision. Challenge schedules that assume sequential approvals can happen simultaneously or that operational teams have unlimited capacity for testing and training.
Transition into the service
Work with service leaders to plan transition, including support, continuity and fallback arrangements. Establish a clear route for deciding whether a release should proceed, be narrowed or be delayed. The programme director owns the completeness of the recommendation; designated service and risk owners retain the approvals assigned to them.
The engagement should leave the modernised service in stable ownership, with benefits responsibilities and remaining work clearly assigned. Handover must include unresolved dependencies and any temporary controls used during transition. The director will not bypass procurement, information-access or assurance requirements to accelerate delivery. Their contribution is to make those requirements workable within an honest plan and to escalate conflicts early enough for the organisation to make informed choices.

Before you apply — this is an executive role
An interim seat needs work authorisation. A board seat in Belgium usually does not.
This is the single most common way a cross-border interim engagement falls apart after it has been agreed. The visa-free position that applies to a non-executive director attending board meetings does not extend to an executive or operating role.
- Position in Belgium
- A non-executive director attending board meetings requires no permit. An executive seat held by a non-EEA national requires a professional card or work permit depending on the structure.

Belgium·Business Services & Diversified
Organisational recovery organisation in Belgium
The director will take executive responsibility for an operating integration requiring renewed direction. The mandate concerns unresolved interfaces, duplicated responsibilities and benefits that have not become normal business performance. It requires reassessing the remaining work and implementing a credible plan rather than simply reviving the original programme schedule.
Interim Technology Supplier Delivery Director
Belgium·Technology & Digital Platforms
Secure software delivery organisation in Belgium
The role carries executive responsibility for the agreed delivery plan and coordination of internal and supplier work. Contract amendments, settlement decisions and material expenditure remain with authorised officers. The engagement should conclude with accepted capability, clear support responsibilities and a documented position on outstanding work or claims. Handover must make any remaining supplier dependence visible. Success is a service the organisation can operate and govern, rather than a collection of completed supplier milestones that leaves the most important integration work unresolved.
Non-Executive Director — Digital Change and Public Accountability
Belgium·Public-Interest & Regulated Services
Public-service technology organisation in Belgium
This board appointment calls for a director who can challenge digital change through its consequences for service users, organisational capability and responsible use of resources. The role requires independent judgement when commercial, technical and public-interest objectives do not align neatly.
