Transport and operational technology organisation in Belgium
The problem this seat exists to solve
Lead a reset of technology delivery across an infrastructure environment where multiple programmes compete for the same engineers, service owners and operational change windows. The remit is to establish a portfolio that can be delivered and absorbed without degrading current service. Financial approval does not by itself establish execution capacity.
Make commitments fit operating capacity
Build a combined view of planned change, essential maintenance, regulatory or contractual commitments and operational readiness work. Identify shared specialists and service dependencies that individual project plans conceal. Establish the true constraint before proposing additional headcount or a new delivery method.
The prioritisation decisions to own
Recommend which initiatives should proceed, change sequence, reduce scope or pause. Present the operating consequences and opportunity cost of each choice. Protect necessary maintenance and resilience work from being repeatedly displaced by more visible programmes.
Own the technology delivery organisation and create a dependable commitment process with operations. Require projects to include the receiving team's time for testing, training and support transition. Review supplier plans against internal decision and acceptance capacity; outsourced execution still consumes organisational attention. Escalate conflicts that cannot be resolved within delegated priorities rather than allowing teams to maintain incompatible promises.
The CIO controls technology commitments within the approved mandate. Executive sponsors retain investment decisions and operating leaders control service interruption windows. Success is a credible delivery sequence, improved completion of accepted work and less avoidable disruption to the teams responsible for keeping infrastructure services running.
Leadership evidence beyond portfolio reporting
Candidates should have led technology portfolios in infrastructure or similarly complex service environments. Demonstrate occasions when you reduced concurrent work, changed investment sequencing or rejected an unrealistic delivery commitment, and explain the resulting effect on service and programme outcomes.
The role requires practical resource judgement, credible engagement with operating executives and sufficient technical understanding to identify hidden dependencies. Applicants should be able to distinguish a shortage of specialists from unclear decisions, excessive work in progress or poor supplier coordination. Experience repairing delivery confidence is more relevant than familiarity with a particular portfolio tool.
A commitment process that can absorb urgent work
Leave a portfolio with explicit capacity assumptions, named decision owners and agreed rules for admitting urgent work. Establish measures that reveal delayed acceptance, repeatedly interrupted work and accumulating operational debt. Ensure the permanent leadership team can revise priorities without recreating informal competition for the same people.

Before you apply — this is an executive role
An interim seat needs work authorisation. A board seat in Belgium usually does not.
This is the single most common way a cross-border interim engagement falls apart after it has been agreed. The visa-free position that applies to a non-executive director attending board meetings does not extend to an executive or operating role.
- Position in Belgium
- A non-executive director attending board meetings requires no permit. An executive seat held by a non-EEA national requires a professional card or work permit depending on the structure.

Belgium·Business Services & Diversified
Organisational recovery organisation in Belgium
The director will take executive responsibility for an operating integration requiring renewed direction. The mandate concerns unresolved interfaces, duplicated responsibilities and benefits that have not become normal business performance. It requires reassessing the remaining work and implementing a credible plan rather than simply reviving the original programme schedule.
Interim Technology Supplier Delivery Director
Belgium·Technology & Digital Platforms
Secure software delivery organisation in Belgium
The role carries executive responsibility for the agreed delivery plan and coordination of internal and supplier work. Contract amendments, settlement decisions and material expenditure remain with authorised officers. The engagement should conclude with accepted capability, clear support responsibilities and a documented position on outstanding work or claims. Handover must make any remaining supplier dependence visible. Success is a service the organisation can operate and govern, rather than a collection of completed supplier milestones that leaves the most important integration work unresolved.
Interim Technology Modernisation Programme Director
Belgium·Technology & Digital Platforms
Secure software delivery organisation in Belgium
Candidates should have led substantial technology-enabled change in a controlled or public-interest service environment. They need strong programme leadership, technical fluency and evidence of managing stakeholders with different objectives. Seniority should be demonstrated through the complexity of decisions handled and outcomes delivered, not simply through a prior title.
