The problem this seat exists to solve
The adviser will assess a technology investment portfolio through service need, risk, capacity and benefits. The central question is not whether individual proposals sound worthwhile, but whether the combined portfolio is affordable, coherent and executable.
Portfolio challenge
Review business cases, dependencies, delivery resources and ongoing operating costs. Identify duplicated capability, unrecognised infrastructure work and projects competing for the same clinical or operational participants. Examine whether mandatory stabilisation is being displaced by more visible initiatives.
Portfolio analysis should show shared dependencies and competition for scarce people, especially where the same clinical or operational leaders are needed by several programmes. A collection of individually feasible projects may be undeliverable together. The adviser should identify the minimum stabilisation and infrastructure work that enables later benefits. Investment recommendations should include the cost of maintaining current services during transition and the consequences of stopping a project, so the board can compare realistic choices rather than isolated business cases.
Board-facing recommendations
Present options to continue, sequence, reshape or stop investments, with the consequences made explicit. Recommend investment gates tied to evidence of readiness and benefits ownership. Improve reporting so the board can see changes in the overall commitment, not only whether each project is nominally on track.
Qualified candidates
Candidates should have senior technology portfolio, investment-governance or healthcare transformation experience. They need strong financial judgement and the ability to challenge benefits claims without dismissing service improvements that are difficult to monetise. Experience of stopping or materially reshaping an investment is particularly relevant.
Deliverables and role limits
The work should produce a prioritised portfolio view, decision papers and a sustainable oversight process. Executives retain investment execution and directors retain approval authority. Candidates should explain how they would identify a portfolio whose aggregate risk is greater than the sum of its project reports. Conflicts involving programme providers or current roles must be disclosed.
