Discovery and diagnosis
Use service data, interviews and observation to identify failure demand, handoff problems and information gaps. Distinguish issues caused by technology from those caused by policy interpretation, process design or unclear authority. Avoid recommending a new platform before understanding what must change operationally.
The diagnostic should follow a small number of real, anonymised cases through the service rather than relying only on workshops about the intended process. Compare straightforward cases with exceptions to reveal hidden work and ownership gaps. The adviser should identify where a proposed digital change would simply accelerate entry into an already congested process. Recommendations should include the operational changes necessary to absorb demand and the evidence needed to decide whether a trial should be expanded, revised or stopped.
Advice to deliver
Develop prioritised service improvements, explain their dependencies and identify the evidence needed to test them. Recommend an operating model for service ownership and continuous improvement. Help define measures such as completion, resolution time and repeat contact, with attention to accessibility and difficult cases.
Candidate capabilities
Candidates should have service-design and transformation experience in complex public-interest settings. They need the ability to connect qualitative user insight with operational data and financial constraints. A portfolio of attractive interfaces is insufficient without evidence of improved service performance.
Transfer of ownership
The engagement should leave teams able to test and sustain improvements rather than depend on the adviser for every design decision. Management retains delivery authority. Candidates should discuss a recommendation they changed after frontline evidence contradicted the original hypothesis. Current client, employer and technology-provider relationships should be screened for conflicts relevant to the assignment.
