Work across the service journey
Map high-friction journeys such as repairs, enquiries and changes in circumstances with staff and service users. Identify repeat contacts, avoidable handoffs and inconsistent information. Prioritise improvements that reduce failure demand and clarify ownership from initial request to resolution.
Executive responsibilities
Lead product and service teams, align technology delivery with operational redesign and establish usable performance measures. Ensure assisted and non-digital routes remain effective. Govern the use of tenant data, integrations and external suppliers with appropriate specialist input. Decisions about automation should consider exceptions and escalation, not only the simplest transaction.
Select initial improvements by tracing a request through to resolution, including appointments, contractor updates, resident communication and closure evidence where relevant. A digital acknowledgement is not a completed service. The CDO should make status information reliable across channels and design an escalation route when the standard process fails. Track repeat contact and unresolved cases alongside digital usage so that adoption does not conceal frustration. Frontline teams should participate in testing because they often understand the exceptions that a simplified journey map misses.
Qualified candidates
Candidates should have delivered digital service change in housing, local services or another complex customer-service environment. They need experience leading multidisciplinary teams and negotiating changes to established operating practices. Evidence of improved resolution and accessibility is more valuable than a portfolio of launched interfaces.
What success should leave behind
The organisation should inherit clear service ownership, a prioritised improvement backlog and measures of completion, repeat contact and user effort. Candidates should explain a digital initiative they simplified or stopped because it failed to address the underlying service problem. Availability and supplier-related conflicts require assessment for the interim mandate.
