Interim Healthcare Workforce Operations Director

Healthcare operations organisation in Nigeria

The problem this seat exists to solve

The director will lead workforce operations across healthcare services, focusing on coverage, deployment and the administrative arrangements that allow qualified staff to work effectively. The assignment is to improve predictability without treating professional roles as interchangeable units of labour. It requires close partnership with clinical leadership and the organisation's people function.

Build a defensible view of demand and capacity

Review rosters, absence, vacancies, overtime and reliance on temporary cover. Connect the data to service demand and the skills required at different times. Identify where coverage gaps arise from establishment levels, scheduling practices, avoidable administrative work or difficulty confirming availability.

Work with authorised clinical leaders to define safe and appropriate role combinations. The director must not decide professional scope independently or assume that a staff member can undertake an activity because they are available. Verify that credential and deployment processes are owned by the proper authorities.

Lead the operational changes

Implement clearer scheduling, escalation and cover arrangements within delegated authority. Review how changes are communicated to staff and managers, including the consequences of late adjustments. Where service commitments exceed sustainable staffing, present options for resources, activity or operating hours rather than relying on repeated exceptional effort.

Suitable experience

Candidates should have senior healthcare workforce or service-operations experience and a record of implementing changes across clinical teams. They need analytical ability, practical understanding of rosters and the judgement to balance cost with continuity and staff wellbeing. A background in healthcare practice can be useful, but local clinical authorisation is required for any separately agreed clinical activity.

The engagement should produce reliable coverage information, clearer ownership of staffing exceptions and an agreed improvement plan. Measure results through service continuity, unplanned gaps, staff experience and the sustainability of cover, not cost alone.

Employment decisions and professional authorisation remain with designated leaders under applicable arrangements. The director is accountable for operational delivery within the mandate. Handover must identify residual shortages, the assumptions behind the staffing model and the conditions under which service plans would need to be reconsidered.

Before you apply — this is an executive role

An interim seat needs work authorisation. A board seat in Nigeria usually does not.

This is the single most common way a cross-border interim engagement falls apart after it has been agreed. The visa-free position that applies to a non-executive director attending board meetings does not extend to an executive or operating role.

Position in Nigeria
A non-resident director attending board meetings travels on a business visa. Executive and resident roles require expatriate quota approval and a CERPAC.
