The problem this seat exists to solve
The director will take responsibility for improving the movement of patients through hospital services, from arrival and assessment to transfer or discharge. The assignment is to reduce avoidable delay while protecting appropriate clinical decisions. Faster movement is useful only when patients reach the right service with the information, staff and support their needs require.
The operating problem to solve
Begin by tracing where patients wait and why. Distinguish shortages of physical capacity from delays caused by scheduling, diagnostics, information transfer or unclear responsibility. Review variation by time of day and service, including the effect of planned activity on urgent demand. The director must avoid using an average that conceals recurring periods of unsafe pressure.
Daily authority with clinical boundaries
Lead the operational coordination process and assign actions to service managers within the agreed delegation. Bring authorised clinical leaders into decisions involving prioritisation, discharge suitability or changes to care pathways. This appointment does not authorise independent clinical practice; any clinical activity would require the applicable local permissions and a separately defined scope.
Work with nursing, medical, diagnostic and support teams to establish escalation thresholds and reliable handoffs. When a delay cannot be resolved locally, the escalation should identify the decision required rather than simply report that the hospital is busy.
What improvement must demonstrate
Use a balanced set of measures covering waiting, transfers, cancelled activity, readmissions or other relevant quality signals, and staff workload. Test proposed changes with the teams that will operate them. Confirm that reducing delay in one department does not create an unmanaged queue elsewhere or transfer unreasonable burdens to patients and families.
Candidates need senior healthcare operations experience and a record of improving patient flow across several services. They must be comfortable working alongside clinical authority, interpreting operational data and resolving competing demands under pressure. Experience in constrained environments is valuable when it demonstrates practical adaptation rather than acceptance of poor standards.
The engagement should leave a functioning coordination rhythm, explicit ownership of bottlenecks and a prioritised capacity plan. Handover must explain which improvements are established, which depend on further resources and what signs would indicate that the new arrangements are failing.

Before you apply — this is an executive role
An interim seat needs work authorisation. A board seat in Malaysia usually does not.
This is the single most common way a cross-border interim engagement falls apart after it has been agreed. The visa-free position that applies to a non-executive director attending board meetings does not extend to an executive or operating role.
- Position in Malaysia
- A non-executive director attending board meetings does not require an employment pass. Executive and interim operating roles do, and are handled through the Expatriate Services Division or MDEC depending on sector.
