The programme director will strengthen operational emergency preparedness across healthcare services. The assignment focuses on coordination, resource readiness and decision processes, with clinical response standards owned by the appropriate clinical authorities.

Programme design

Review existing plans, escalation arrangements and dependencies on facilities, supplies, communications and external services. Identify scenarios relevant to the operating context with qualified stakeholders. Translate the assessment into a practical programme of improvements, training and exercises.

Exercise responsibilities

Coordinate drills and discussion-based exercises with clear learning objectives. Test notification, leadership handover, resource requests and continuity arrangements. Record gaps and verify corrective actions rather than treating exercise completion as proof of readiness.

Exercises should test the handover from normal management to the agreed emergency structure and back again. The director should examine how decisions are recorded, how resource requests are prioritised and how teams work when ordinary communications or systems are unavailable. Involve the functions whose support the plan assumes, including facilities and supply services. After each exercise, distinguish actions that can be completed quickly from capability gaps requiring investment or a change in service assumptions, and ensure both remain visible to accountable leaders.

Qualified candidates

Candidates should have led healthcare emergency-preparedness, resilience or operational-response programmes. They need experience coordinating multidisciplinary teams and converting plans into exercised capability. They must recognise the limits of their professional authority and work through authorised clinical and emergency-management leadership.

Outcomes and continuing ownership

The engagement should leave clear roles, current contact and escalation arrangements, an owned improvement plan and a sustainable exercise cycle. Candidates should discuss a drill that exposed an unexpected dependency and how they ensured the lesson changed practice. Measures should reflect readiness evidence and closure of material gaps; the programme cannot promise the absence of disruption or adverse outcomes during an emergency.
