The problem this seat exists to solve
The delivery manager will lead implementation of changes to a service supported by technology and administrative processes. The assignment is to coordinate design, build, testing and adoption so that the new arrangements can be used reliably. It calls for direct delivery experience and stakeholder judgement rather than an assumed enterprise technology leadership background.
Start at the service boundary
Review how users enter the service, what information they provide and how their requests move between teams. Identify where the proposed change depends on decisions about eligibility, process or responsibility. Ensure those decisions are owned by the appropriate service leaders before technical work embeds an untested assumption.
Coordinate delivery and acceptance
Maintain an integrated plan with clear owners and practical acceptance criteria. Bring users and frontline staff into testing at a point where their feedback can influence implementation. Resolve dependencies between technology, training, communications and support, and make the effect of late changes visible.
Lead readiness reviews and prepare options when a release is not ready in full. A narrower launch may be appropriate if the service owner understands the limitations and the remaining process can be supported. The manager must not silently transfer unfinished work to operational teams to meet a date.
Candidate requirements
Candidates need programme, project or service-change leadership with evidence of implemented technology-enabled improvements. They should be comfortable interpreting technical issues and translating them into service consequences. Experience working with formal approvals or multiple stakeholder groups is valuable.
Ownership after delivery
The manager will control the agreed delivery process and coordination within delegated authority. Service policy, material investment and formal risk acceptance remain with designated owners. The engagement should leave a functioning service, trained support and clear ownership of remaining work.
Measure success through usability, processing reliability and the experience of both users and staff, alongside delivery commitments. Handover must explain what was changed, what has been validated and which assumptions need continued review. The permanent team should be able to maintain the service without relying on the project manager's personal knowledge or informal access to delivery specialists.

Before you apply — this is an executive role
An interim seat needs work authorisation. A board seat in Luxembourg usually does not.
This is the single most common way a cross-border interim engagement falls apart after it has been agreed. The visa-free position that applies to a non-executive director attending board meetings does not extend to an executive or operating role.
- Position in Luxembourg
- A non-executive director attending board meetings requires no permit. Executive and resident roles for non-EU nationals require a residence permit.

Luxembourg·Public-Interest & Regulated Services
Public-interest investment organisation in Luxembourg
The director will strengthen board oversight of an enterprise investing in innovation-led activities. The appointment carries the full responsibilities of a director and does not replace the work of management or specialist investment teams.
Board Director for Investment Decision Ethics and Conflicts
Luxembourg·Public-Interest & Regulated Services
Public-interest investment organisation in Luxembourg
The director will join a board responsible for investment or funding decisions and strengthen governance of conflicts, influence and decision integrity. The remit concerns how the enterprise protects impartial judgement while drawing on relevant expertise and relationships. It is a board appointment with collective duties, not an external ethics-review panel role.
SPV Director — Property Investment
Luxembourg·Property & Real Estate
Property investment organisation in Luxembourg
The appointment concerns a property investment vehicle with a defined purpose. A narrow purpose does not remove the need to understand its financing, contracts, cash flows and decision obligations. The director must be able to challenge transactions rather than simply sign prepared documents.
