Supplier reviews should connect contractual measures to actual service failure and the organisation’s ability to intervene. Exit planning should identify what must be transferred, how continuity will be protected and which capabilities the organisation needs to retain internally so that a future transition remains a practical option.

Qualified candidates

Candidates should have substantial technology sourcing and supplier-management experience in complex or public-interest organisations. They need commercial judgement, operational IT understanding and the ability to work with procurement and legal teams. Evidence of managing a difficult transition or supplier failure is particularly relevant.

Deliverables and independence

The work should produce clear procurement recommendations, a workable governance model and identified gaps requiring negotiation or remediation. The adviser does not select or bind suppliers without explicit delegated authority. Candidates must disclose commercial ties to potential providers and explain how they would assess an attractive proposal whose exit arrangements or data dependencies create long-term constraints.
