The problem this seat exists to solve
The director will strengthen board scrutiny of investment in facilities and shared capabilities supporting innovation-led activity. The seat requires connecting physical assets with demand, access, operating cost and the enterprise's purpose. It carries full director responsibilities and does not substitute for technical project management or specialist facility assurance.
Questions before commitment
Examine who is expected to use the asset, what alternatives exist and what evidence supports the forecast demand. Challenge assumptions about utilisation, pricing and the pace of adoption. Review the cost of staffing, maintenance, upgrades and specialist services beyond the initial development budget.
Assess whether the asset should be owned, shared, partnered or accessed through another arrangement. Consider flexibility if technology or user needs change. An impressive facility can still be a weak investment if it is difficult to adapt or lacks a viable operating model.
Governance through delivery and use
Review decision gates, changes in scope and the handover from project to operations. Seek evidence that technical readiness and operating readiness are evaluated separately and then reconciled. Ask how access decisions, conflicts between users and limited capacity will be governed fairly and commercially.
**Candidate evidence** should include senior infrastructure, innovation or investment leadership with responsibility for capital and operating outcomes. Applicants must explain an asset decision where lifecycle cost or uncertain demand materially changed the chosen approach. The ability to interpret expert advice and challenge unsupported forecasts is essential.
The director's role
Contribute to strategy, reserved investment decisions and oversight of executive delivery. Management retains procurement, project execution and day-to-day operation. Engineering, legal and other technical requirements must be addressed by qualified specialists. Appointment and committee responsibilities are subject to the actual governance arrangements and conflict assessment.
What the board should be able to see
Success means a clear relationship between capital invested, capability created and actual use. The director should help the board respond when utilisation or operating economics diverge from the case, rather than treating completed construction as the final achievement. The enterprise must understand what it will cost to keep the asset relevant and what decisions remain available if its original purpose evolves.

Municipal and regional infrastructure
A utility is accelerating network and treatment infrastructure spending after years of deferred renewal.
