The problem this seat exists to solve
A utility is accelerating network and treatment infrastructure spending after years of deferred renewal. The director will help the board assess project prioritisation, procurement discipline and delivery readiness so scarce capital addresses the most material service and asset risks. You will challenge the evidence used to prioritise renewal projects, including asset condition, service impact and affordability.
At investment approval
- Review project business cases for scope definition, contingency, delivery capacity and funding dependencies.
- Scrutinise procurement governance and management reporting on change orders, delays and cost escalation.
Across the whole programme
You will ensure the board sees the cumulative exposure across the capital programme rather than isolated project updates. You will review post-completion evidence that investment delivered the expected service or asset performance improvement.
Review milestones
**First quarter.** Establish board visibility of the capital portfolio and its largest delivery risks.
**Within six months.** Complete a deep review of a major project and the programme’s governance arrangements.
**Within twelve months.** Assess delivery predictability and benefits verification against the approved investment plan.
Technical and financial judgement
The role requires utility governance experience, understanding of capital programme economics and ability to challenge engineering and finance leaders constructively.
Additional useful experience includes experience with publicly accountable procurement, infrastructure funding or oversight of distressed capital projects.
How the director serves
This is a nonexecutive appointment. The director contributes through the chair to collective board decisions and oversight; management retains responsibility for execution.
An initial three-year appointment is envisaged, with approximately eighteen to twenty-four days annually for meetings, preparation and committee work. Start date, remuneration, travel and on-site attendance will be agreed for the appointment.
