Infrastructure finance organisation in Ghana
The problem this seat exists to solve
The board seeks a director able to scrutinise transport infrastructure investment through its full life, from construction and commissioning to maintenance and eventual renewal. Financial approval should reflect service obligations and operational reality, including the cost of assets that cannot simply be switched off when demand or funding disappoints.
Accountability for the investment life
This is a genuine non-executive appointment. The director will contribute to collective strategy and oversight, with a particular remit for the quality of capital proposals, financing assumptions and post-investment review. Management remains accountable for project delivery and negotiations.
The director will help maintain a coherent view of capital commitments, financing exposure and operational obligations. Material conflicts must be disclosed, and appointment-specific independence and eligibility will be assessed. Effective contribution will be visible in better investment questions, clearer approval conditions and rigorous follow-up. The role does not authorise individual instructions to project teams or informal commitments to prospective lenders or contractors.
Before and after capital approval
Require proposals to state their alternatives, dependencies and downside cases. Test demand evidence, construction contingencies, interfaces with existing operations and the treatment of lifecycle expenditure. Ask whether contractual incentives encourage the outcomes the investment case assumes. Examine changes in scope or timing for their effect on funding capacity and service performance.
Once expenditure is approved, challenge reporting that measures only budget consumed or work completed. The board should see forecast outcomes, emerging claims, commissioning readiness and the implications of unresolved risks. Ensure lessons from completed investments influence later decisions, including occasions when a project meets construction targets but fails commercially.
Evidence of infrastructure judgement
Candidates should have held senior responsibility in infrastructure finance, investment, asset ownership or major capital programmes. They need enough financing depth to assess debt capacity and enough operational curiosity to question whether assumptions can be delivered. Experience in African markets should be substantive and sensitive to local counterparties, revenue collection and procurement realities.
Applicants must show evidence of constructive challenge under pressure. An ability to disagree clearly, record the basis of concern and work towards a defensible decision is more relevant than a list of transactions alone.
