Public-service technology organisation in Finland
The problem this seat exists to solve
The adviser will assess proposed automation and AI-assisted uses in administrative services. The work requires a practical account of purpose, evidence and accountability, especially where errors could affect access to a service or the treatment of an individual case.
Candidate expertise
Candidates should combine digital-service experience with data and automation governance. They need the ability to examine system limitations, work with legal and policy specialists and communicate conclusions to non-technical decision-makers. Evidence of constraining or rejecting an unsuitable use case is as valuable as a successful implementation.
Advisory responsibilities
Inventory relevant uses, including features embedded in supplier products and informal staff practices. Distinguish assistance with low-consequence tasks from applications that influence material decisions. Identify the purpose owner, the data relied upon and the person authorised to decide whether outputs are acceptable.
Evaluate the real operating case
Testing should reflect actual language, records, exceptions and user needs rather than a vendor demonstration alone. Ask how staff will recognise unreliable output and whether they have time and information to challenge it. A nominal human review step is inadequate if the reviewer cannot meaningfully understand or correct the result.
Governance after initial approval
Recommend processes for monitoring, changes in use, supplier updates and suspension when evidence becomes inadequate. Define how errors are corrected and how affected service processes are revisited. Governance should distinguish approved purpose from technically possible use so a modest tool does not quietly become a decision system without review.
Deliverables for accountable adoption
Provide a prioritised use-case assessment, a proportionate approval process and requirements for evaluation and continuing oversight. The advice should make clear which conclusions depend on specialist legal interpretation and which concern operating capability.
Management retains authority to adopt and operate systems. The adviser should leave decision-makers able to understand what is being accepted, the limits of the evidence and the conditions under which the decision needs to be reconsidered.

Before you apply — an advisory engagement
No office of director, and no appointment formalities.
An advisory engagement creates no directorship in Finland. There is no registry filing, no regulator pre-approval, no residency arithmetic and no statutory director liability — which is why it is so often the right first step into a market you do not yet know.
- On this brief
- Independence
- Where the engagement specifies independence from any search that follows, that is a requirement of the engagement rather than a courtesy — an adviser to a board is not a candidate for it.
