Consolidate systems without losing operational meaning

The CIO will lead consolidation of a healthcare technology estate where application differences may reflect both unnecessary duplication and genuine service requirements. The role requires disciplined choices about data, integration, workflow and the capacity to support change.

Executive decisions

Establish the target service architecture with operational and clinical stakeholders. Evaluate which systems can be consolidated, which require integration and which should remain distinct. Make data quality, access design and migration reconciliation explicit workstreams rather than assumptions within a technical project plan.

Control the transition

Set readiness criteria for each migration, including training, support, downtime arrangements and rollback. Maintain visibility of service incidents and avoid overwhelming teams with simultaneous change. Review supplier commitments and the resources needed to support both legacy and target environments during transition.

Data migration should have accountable business owners for meaning and reconciliation, not just technical owners for transfer. The CIO should require a clear approach to duplicates, incomplete records and unresolved discrepancies. Cutover planning must include how staff will work if an interface fails or a critical record is unavailable. After consolidation, verify that support teams can diagnose cross-system incidents and that the organisation has not traded application duplication for a new concentration of unmanaged operational risk.

Evidence of successful delivery

The outcome should be fewer uncontrolled dependencies, clear application ownership and reliable service performance after migration. Candidates should explain how they have recognised that a technically successful cutover had failed operationally, and what they did next. Concurrent roles and supplier relationships must be assessed for conflicts and sufficient hands-on availability.
