A global pharmaceutical group commissions a six-month India GCC operating model covering capability scope, regulated governance, leadership, talent, location, phased transition economics and value realisation.

The mandate

The defined problem is an unprioritised list of functions proposed for an India centre without clear value ownership, regulated accountability or transition capacity. The board needs an operating model before committing headcount and property.

The deliverable is a capability portfolio, location evidence, governance model, quality-accountability design, leadership blueprint, talent and cost plan, transition waves and board investment case.

Milestone one is due 31 October 2026 with capability and location baseline; milestone two on 15 January 2027 with target model and validated function designs; milestone three on 31 March with transition waves, economics and board-ready implementation charter.

The GCC Design Council accepts when every function has a global owner and value measure, quality confirms regulated accountabilities, talent assumptions are market-tested, finance reconciles the five-year case and three function sponsors sign transition charters.

The enterprise provides global process inventories, location constraints, cost baselines, quality policies, demand forecasts and empowered sponsors. Client procurement supplies comparable property and vendor evidence without directing the recommendation.

Why this is external work

Global functions are competing for inclusion and cannot independently arbitrate portfolio priority. The programme needs specialist India GCC design knowledge for one investment cycle. External facilitation also makes retained-versus-delegated accountability explicit before organisational politics harden.

What you will own

  • Assess candidate capabilities for global ownership, regulatory risk, talent and transition feasibility.
  • Compare location evidence without allowing property incentives to distort milestone one.
  • Design enterprise, function and India decision rights for milestone two.
  • Define quality oversight and regulated-record accountability by capability.
  • Market-test leadership, specialist talent, workforce pyramid and cost assumptions.
  • Build three transition charters with dependencies, controls and service measures.
  • Deliver the milestone-three five-year case and implementation charter for board acceptance.

Candidate qualifications

  • 22–28 years in pharmaceutical operations, GCCs, shared services or enterprise transformation.
  • Direct design or launch leadership for a regulated multi-function India GCC.
  • Experience mapping quality and regulatory accountability across global delivery models.
  • Demonstrated location, talent and five-year economic modelling.
  • Evidence of securing sponsor commitment to real capability ownership.
  • Independence from property, recruitment and implementation suppliers.
