A hospital network needs five months to repair employer-sponsorship controls after site moves, role changes and expiring permits outpaced fragmented immigration records during a critical hiring wave.

The mandate

International recruitment expanded faster than the network’s ability to track the employment conditions supporting each permit. Clinicians and technical staff moved between hospitals, changed hours, entered training rotations or received promotions without one sponsorship impact review. Vendor portals hold case dates, local HR holds assignment facts and scheduling systems show actual work locations; none reconciles reliably. A sample identified permits nearing expiry and employees whose practical duties differ from submitted records, creating worker, service and employer exposure.

The deliverables are a sponsored-worker census, permit-condition matrix, event-and-notification taxonomy, priority remediation files, vendor operating standard, control design and implementation roadmap. The work must join recruitment promise, offer, permit basis, profession, authorised role, worksite, hours, compensation, dependent status, expiry, renewal, absence and employment change. It must distinguish immigration sponsorship from professional licensing and clinical privilege so one control is never treated as proof of another.

Four milestones govern five months: week four accepts the population and legal-advice protocol; week nine completes risk stratification and urgent case referrals; week fifteen accepts future event controls and vendor responsibilities; and week twenty-two delivers remediated evidence packs, training, reporting and the implementation backlog. Billing follows those milestones, while all legal conclusions and filings remain with licensed immigration counsel or authorised representatives.

Acceptance requires HR and scheduling owners to reconcile representative employees from permit evidence to actual role and site; counsel must validate the event taxonomy; vendors must demonstrate complete status and document exchange; and urgent cases must carry worker-safe communication plus dated next steps. The sponsor will return one consolidated variance register within seven working days of each milestone and will not reject a control solely because a legacy system lacks the field.

The client provides permit records, employment offers, role and site histories, schedules, compensation, absences, vendor files, counsel advice, recruitment data and controlled system access. The consultant does not interpret immigration law, submit filings, advise employees personally, decide licence or clinical privilege, terminate employment, contact authorities, promise status, or access family information beyond approved necessity.

Mobility teams know cases, hospitals know deployment and vendors know filings, yet the organisation lacks one evidence chain for the employment facts underlying sponsorship. Legal review alone will not repair event capture or operational ownership. External sponsorship-control expertise can translate counsel’s requirements into workable people processes without providing immigration advice or selling filing volume.

What you will own

  • Establish the sponsored-worker census across permit basis, profession, employing entity, role, site, hours, pay, expiry and case owner.
  • Map hires, promotions, rotations, site moves, leave, schedule changes, compensation events and exits to advice and notification triggers.
  • Triage urgent files using status, worker impact, service criticality, evidence gaps, expiry and counsel-defined consequence.
  • Design worker-safe communications that separate employer process, independent legal advice, professional licence and clinical privilege.
  • Set vendor standards for status, document exchange, escalation, service evidence, privacy, quality review and accountable closure.
  • Embed controls across recruitment, offers, HR changes, scheduling, payroll, leave and termination without duplicating case ownership.
  • Deliver the operating model, role training, exception dashboard, remediated samples and prioritised system backlog.

Candidate qualifications

  • Has redesigned employer immigration-sponsorship operations for healthcare or another regulated, distributed workforce.
  • Understands permit-linked role, entity, location, hours, compensation, leave, renewal and termination events.
  • Can operationalise counsel advice while refusing to provide legal conclusions or employee-specific representation.
  • Has reconciled vendor case systems with HR, scheduling, payroll and actual worksite evidence at scale across multiple provinces.
  • Brings experience protecting sponsored workers during urgent remediation, including clear limits on employer advice.
  • Can distinguish immigration status from professional registration, credentialing and clinical privilege throughout control design.

  • Can maintain the Toronto hybrid cadence and complete monthly hospital-site and vendor evidence sessions.
  • Brings employer sponsorship-control design; relocation logistics or immigration case sales alone is insufficient.
  • Will not provide legal advice, promise status, conflate permits with clinical authority or expose unnecessary family data.
  • Will disclose relationships with immigration firms, recruiters, relocation vendors, regulators and international staffing agencies.
