A memory manufacturer needs a twelve-week workforce model connecting process-node ramps, tool ownership and shift competence to hiring, learning and redeployment decisions across three fabs.
The mandate
Three memory fabs use headcount ratios derived from mature nodes to plan upcoming process ramps. Tool ownership is concentrated in a few senior engineers, night-shift competence is recorded by job code rather than certification and training capacity is not linked to equipment arrival. Hiring demand therefore rises late, while apparent surplus in one fab cannot be translated into safe redeployment at another.
The twelve-week deliverable will be a tool-and-process skill ontology, demand model, supply evidence base and ramp decision cockpit. Milestone one fixes production scenarios and workforce populations in week three; milestone two maps critical skills and proficiency in week six; milestone three models hiring, learning and redeployment in week nine; milestone four delivers scenario decisions, control ownership and refresh routines.
The client will provide node and tool roadmaps, shift rosters, work qualifications, training throughput, engineer assignments, vacancies, attrition, overtime, contractor use, incident data, ramp assumptions and site mobility constraints. Acceptance requires demand to reconcile with authorised scenarios, critical skills to connect to observable work, learning curves to use realised evidence and client planners to refresh a tool-delay and yield-recovery case independently.
The consultants will not set production targets, certify technical competence, approve staffing, select equipment, make individual employment decisions or design semiconductor processes. Engineering and fab leaders retain those responsibilities. The model may expose unsafe or infeasible workforce assumptions, but it cannot represent an employee as qualified without the client’s authorised proficiency evidence.
Outputs will distinguish presence, proficiency, independent tool ownership, trainer capacity, shift resilience and redeployability. The design must show uncertainty and constraint rather than convert all workers into interchangeable full-time equivalents. System implementation, individual assessment and execution after the twelve-week acceptance are outside scope and require a separate mandate.
Why this is external work
Fab teams understand equipment and HR owns workforce data, but existing planning does not connect the two at a decision-ready level. Internal leaders are absorbed by simultaneous ramps and may defend local headcount. External modelling specialists can create a neutral cross-fab view without certifying engineers or deciding production capacity.
What you will own
- Map process, tool, module, shift and failure-recovery work to observable skill and proficiency requirements.
- Reconcile employee, contractor, trainee, trainer and vacancy supply by fab, shift, qualification and realistic availability.
- Model workforce demand across equipment arrival, node ramp, yield learning, maintenance burden and production scenarios.
- Quantify skill bottlenecks, single-person ownership, night-shift fragility, training throughput and redeployment lead time.
- Test build, borrow, contract, automate, sequence and relocate options with safety, retention and ramp consequences.
- Create refresh controls connecting roadmap changes, qualifications, attrition, learning evidence and accountable scenario approval.
- Deliver the ontology, supply baseline, demand engine, constraint map, cockpit and planner-run validation cases.
Candidate qualifications
- Led skill-based workforce modelling for semiconductor fabs, advanced electronics or similarly tool-intensive production.
- Connected node, equipment and yield ramps to proficiency, shift coverage, trainer capacity and hiring lead time.
- Distinguished job-code presence from demonstrated independent tool ownership and failure-recovery capability.
- Modelled learning curves and redeployment using realised qualification evidence rather than generic staffing ratios.
- Challenged fab leaders constructively while respecting engineering, production, safety and certification authority.
- Transferred tool-level scenario models and controlled refresh disciplines to internal planners after reproducible ramp stress testing.
Non-negotiables
- Can complete six Seoul, Icheon, Pyeongtaek or Taipei workforce-calibration workshops within twelve weeks.
- Will disclose semiconductor employers, equipment suppliers, staffing firms, training providers and competing investors.
