The mandate
A new foundry appears fully staffed, yet experienced technicians continue covering multiple tool groups and night shifts rely on supervisors for routine recovery. Qualification queues lengthened after equipment delivery moved, and early hires are leaving before independent duty. The site workforce director resigned when a ramp review showed that headcount readiness included trainees, vendor staff and people qualified only for supervised operation.
The interim must take Taipei authority within ten days and serve eighteen months through capability recovery, volume ramp and three stable production quarters. Recruitment for a permanent fab workforce leader starts after priority tool groups have resilient shift coverage and qualification flow meets plan, expected in month eleven. The successor will lead one night-shift readiness review and one tool-arrival change during seven weeks of overlap.
Handover requires tool-group demand, shift competence, trainee and trainer capacity, qualification queues, hiring and joining evidence, vendor reliance, overtime and fatigue controls, retention hotspots and accountable daily workforce routines. Three quarters and two disruption exercises must meet approved coverage. The successor inherits late tools, scarce assessors, unresolved attrition, vendor exits, employee-relations concerns and remaining ramp gates.
The interim may pause hiring without validated demand, redirect recruiters and trainers, change qualification sequencing, reject readiness claims and commit up to TWD 2.2 billion within approved workforce-ramp funding. Production targets, competence certification, individual termination, equipment acceptance, safety release and vendor-contract change above delegation remain with authorised leaders. Fab operations own live manufacturing decisions.
Process engineering, yield ownership, equipment installation, broad reward architecture and workforce outside the new fab remain outside scope. The seat owns ramp workforce evidence, hiring and learning flow, shift resilience, vendor transition, retention action, team capability and succession. It cannot count supervised presence as independent capacity or resolve shortages through overtime that weakens safety and retention.

Tool timing, trainer scarcity and technician attrition now interact faster than ordinary HR cycles. - Reconcile permanent, trainee, contractor, vendor, absent and independently qualified supply by tool group and shift.
- Translate authorised ramp and equipment scenarios into hiring, trainer, qualification, roster and retention actions.
- Clear qualification queues through supervised exposure, assessor calibration, evidence quality and priority sequencing.
- Stabilise night and weekend coverage without normalising excessive overtime, supervisor substitution or unsafe skill concentration.
- Govern recruiting channels, offer exceptions, joining, early attrition, contractor conversion and vendor knowledge transfer.
- Run tool-delay, absence cluster, trainer loss and production-recovery exercises with role-specific coverage evidence.
- Transfer daily controls, workforce dashboards, qualification backlogs, vendor actions and trained site talent leadership.

- Held executive workforce authority through a large greenfield semiconductor fab ramp and sustained multi-quarter production scale-up.
- Converted authorised equipment and volume plans into technician, engineer, trainer and shift-capability execution.
- Recovered complex qualification bottlenecks where recorded headcount materially overstated independent tool-group and night-shift coverage.
- Stabilised early attrition, vendor dependence and overtime without compromising competence or safety governance.
- Worked with fab leaders and equipment suppliers while respecting production and technical certification authority.
- Handed permanent site leadership stable daily workforce routines after multiple production quarters and disruption scenarios.
Non-negotiables
