A Taipei wafer-manufacturing board seeks independent counsel on drought allocation, ultrapure-water recovery and contamination risk before approving a rigorously sequenced ten-month resilience and capital strategy.
The mandate
The board’s standing question is how much capital to commit to water reuse, storage and alternative supply when drought restrictions can interrupt wafer starts but aggressive reclaim can shift ionic, organic and particle risk into ultrapure systems. Site proposals use average consumption and nominal reclaim percentages, while critical process tools depend on water quality and transient flow at specific points. Directors need a resilience strategy tied to product and contamination consequence, not a sustainability headline.
The adviser contributes four days monthly, attends quarterly Taipei board sessions and joins the scheduled Hsinchu, Tainan and Singapore reviews. Each month, one water chain is reconstructed from source allocation through treatment, ultrapure distribution, point of use, waste segregation, reclaim and emergency operation. Written counsel is available within three working days before a capital or government-allocation decision, without becoming facilities management.
The appointment lasts ten months and may renew once for two months if drought policy or a pilot-reclaim result required for the final decision is delayed. Renewal requires a committee minute naming the residual board question, fixed cadence and refreshed conflicts. It cannot become continuing engineering design, utility negotiation or environmental reporting after executives own the accepted resilience portfolio.
The adviser has no line authority and carries no executive responsibility for fab operations, water quality, capital, permits or government commitments. Facilities and manufacturing leaders retain those decisions. The adviser may challenge scenarios, recommend staged capacity and expose contamination trade-offs, but cannot direct production curtailment, approve a reclaim stream, sign permits or negotiate municipal allocation.
Conflicts include water-treatment, membrane, analytical, chemical, engineering and construction suppliers; municipal utilities; semiconductor competitors; and infrastructure investors. Employment, board roles, equity, commissions, patents and retained projects must be disclosed. A new engagement with a bidder or utility counterparty during the term requires committee review and may preclude advice on the related investment.

Fab water resilience is not measured by storage volume alone because water quality, distribution recovery and process sensitivity determine whether wafers remain safe. Facilities suppliers may favour capital intensity, while production plans may undervalue low-probability drought restrictions. Candidate qualifications
- Advised semiconductor fab water strategy or ultrapure-water resilience for advanced, high-volume wafer manufacturing across multiple drought cycles.
- Can evidence a reclaim proposal changed after point-of-use contamination or process-transient risk was examined with product-wafer evidence.
- Understands ultrapure treatment, distribution, analytical limits, waste segregation, reclaim and tool-level water demand.
- Has connected drought scenarios to wafer starts, safe shutdown, restart qualification and customer commitments.
- Translated facilities uncertainty into staged board capital without promoting supplier-driven overbuild.
- Maintained independence amid treatment vendors, utilities, engineering firms, permits and infrastructure investors.
