The mandate
This five-month project will define a Greater China finance operating model that makes country, regional and group ownership executable. The deliverable is not an organisation chart. It must connect recurring finance decisions, statutory obligations, service execution, controls, data and capability to a transition sequence with tested acceptance conditions.
Five dated milestones govern delivery: current decision and work evidence by 23 October 2026; evaluated design options by 27 November; accountability and service blueprint by 8 January 2027; transition roadmap by 19 February; and final handover by 15 March. The Group Chief Financial Officer accepts each artifact within five working days against traceability, completeness and decision clarity.
The director will examine where work is performed, but no client scale, sector, product, system or ownership detail is disclosed. Options will test control, service, talent, economic and resilience consequences. Any local obligation must be evidenced; any proposed central standard must show how it will operate and be governed.
Management supplies authorised process, role, cost, control and decision evidence plus timely access to finance owners. The director may recommend accountabilities, service choices and transition waves but cannot make personnel decisions, approve policy, select providers, configure systems or communicate organisation changes.
The blueprint must address management capacity as carefully as reporting lines. Moving work or a decision is credible only when the receiving owner has knowledge, evidence, authority and peak-cycle capacity. The director will expose stranded responsibilities and new handoffs before recommending structural movement.
Final acceptance requires every roadmap wave to contain prerequisites, owner, control condition, talent effect, outcome and exit test. Implementation, workforce consultation and technology build are excluded. The blueprint must stand alone for a subsequent delivery team.
What you will own
- Evidence material finance work and decisions across country, regional and group interfaces.
- Develop at least three operating options with explicit control, service, cost, talent and resilience trade-offs.
- Define statutory, policy, process, service, data, control and performance accountabilities separately.
- Specify exception routes for supported local needs and prevent ungoverned permanent variation.
- Design retained capabilities necessary to challenge service and group decisions.
- Produce a transition sequence with prerequisites, decision gates and operating acceptance tests.
- Recommend the model; management retains organisation, people, provider and investment approvals.
- Hand over a complete artifact set and unresolved-choice ledger on 15 March 2027.
Candidate qualifications
- Demonstrate finance operating-model design across Greater China and group interfaces.
- Show a local requirement you evidenced and preserved against inappropriate standardisation.
- Provide an example where a cheaper operating option failed talent, resilience or control testing.
- Bring breadth across statutory finance, business partnering, shared services, controls and data ownership.
- Evidence sensitive treatment of role implications before formal employee decisions.
- Describe artifacts another implementation team used without depending on the original designers.
- Show fixed-project control when implementation requests arose outside the design perimeter.
Working terms and boundaries
- The fee covers five dated milestones over five months at four days a week.
- The Group Chief Financial Officer accepts artifacts for evidence, option integrity, accountability precision and executability.
- Management provides authorised inputs and participant access to the agreed timetable.
- Personnel selection, policy approval, provider choice, system build, communication and implementation are excluded.
- Scope change requires a signed note defining added artifact, timing, acceptance and fee.
