Returned assets enter service after undocumented repairs, hauliers exchange units without custody and customer charges are raised from ageing reports rather than physical evidence. The regional asset director was dismissed after an injury and write-off review. The interim assumes pallet-pool authority while safety engineers and customers retain site and repair-approval decisions.

Two weeks is the outer mobilisation window for a nine-month recovery measured against two construction peaks and the insurer’s closeout calendar. The first physical-count wave separates serviceable, repair-awaiting, anonymous and customer-disputed pallets before any utilisation reset. The next project-close cascade tests collection rights, haulier custody, inspection throughput and charging evidence at actual sites. Repair capacity and six-plant allocation are then run through the second dispatch peak. Exit is conditional on the successor closing one full project-demobilisation cohort from site count and collection authority through transport, inspection, repair, charge or write-off, then independently reallocating the recovered stock during peak plant demand. Every active pallet must carry owner, location and service state, and no repair may bypass authorised return-to-service evidence. The transferred control set includes site archetypes, disputed-custody files, customer escalation clocks, repair and haulier remedies, shortage economics, live claims and a dated decision register for the next construction peak.

The interim may quarantine pallets, reallocate safe assets, reprioritise collection, suspend repairers or hauliers, approve temporary rental inside budget and settle documented asset charges within policy. Pallet design, safety certification, customer-site access, contract change, permanent appointments, fleet purchase or expenditure above AED25 million requires engineering, legal, customer, executive or committee approval. Site managers may refuse unsafe collection activity and authorised inspectors control return to service.

Product sales, project delivery management, pallet redesign, legal recovery and replacement of enterprise systems are outside scope. Recovery cannot improve utilisation by counting uninspected returns, reset dwell after disputed contact, exchange anonymous pallets or force entry to unsafe sites. The remit is a safe, attributable and economically credible transport-asset loop, then a deliberate transfer to permanent distribution leadership.

• Has held executive responsibility for pallets, crates, scaffolding, formwork or another construction-facing reusable asset pool.
• Can evidence pool recovery after book location and customer ageing failed to prove safe, recoverable assets.
• Understands returnable packaging, project-site custody, collection, inspection, repair, charging, loss and pool economics.
• Has enforced quarantine and customer recovery while preserving engineering, inspection and site-safety authority.
• Can distinguish returned unit, inspected asset, safe pallet, allocatable capacity and completed circular use.
• Has handed a recovered reusable-asset network to permanent leadership after demand and partner-loss exercises.

Non-negotiables

• Can start onsite in Dubai within two weeks and rotate weekly across plants, projects and repair sites.
• Will not certify pallets, authorise repairs, force site access, rewrite contracts or conceal unsafe assets.
• Brings direct reusable industrial-asset authority; packaging sales or construction procurement alone is insufficient.
