Aircraft-on-Ground Parts Logistics Recovery Authority — Commercial Aviation
Urgent / Unplanned
Aircraft-on-Ground Parts Logistics Recovery Authority mandate in Dubai, United Arab Emirates · Aviation Parts Logistics
A Dubai aviation services group needs an eleven-month leader after repair-loop, customs and courier failures extended aircraft-on-ground events despite apparently healthy regional spare inventory positions.
The mandate
Regional inventory reports adequate coverage while aircraft remain grounded waiting for verified interchangeability, export documents, repair status and courier recovery. AOG teams request multiple parts to create optionality, stranding scarce units and confusing ownership. The material operations leader was removed after an event review showed that the fastest booked shipment carried an unusable configuration while the correct component waited for customs evidence.
The interim starts within nine days for eleven months, taking round-the-clock material logistics authority through two schedule peaks and repair-vendor reset. The first six weeks establish part-level status, demand and recovery truth; later waves rebalance stock, repair loops and station playbooks. Permanent recruitment begins in month five, with six weeks of paired AOG command and three unannounced events before handover.
Handover requires part and configuration identity, serviceability evidence, stock ownership, repair stage, customs readiness, courier options, station acceptance, decision clocks and cost attribution. Completion is demonstrated when the successor contains simultaneous high-priority AOG demands and courier loss, preserving technical authority, custody and truthful airline forecasts without speculative duplicate shipments or interim intervention.
The leader may reserve and reallocate serviceable stock, prioritise repair and courier capacity, stop unsupported shipment, approve pooling or exchange within AED18 million per event, replace recovery leads and release AED420 million of authorised programme funding. Interchangeability, airworthiness, customs declaration, permanent supplier awards and customer settlements above delegation require accountable approval.
Fleet maintenance planning, technical disposition, parts certification, airline schedule decisions, supplier quality approval and core inventory-system replacement are excluded. The interim cannot represent interchangeability, alter serviceability records, export without evidence, cannibalise custody or send duplicates merely to improve response metrics. Every premium movement must have an identified decision option and return plan.
Why this seat is open
The previous leader left after a major AOG event demonstrated that inventory quantity and courier speed were poor proxies for usable material. Temporary authority is required through peak flying while the business recruits a permanent operator who can join engineering evidence, customs, repair and station reality.
What you will own
- Reconcile AOG demand against part identity, configuration, serviceability, location, ownership, customs and station readiness.
- Decide stock reservation, repair priority, exchange, pool and courier options inside technical boundaries.
- Establish decision clocks for interchangeability, export evidence, repair release, station acceptance and return logistics.
- Rebalance regional inventory using demand criticality, recoverability, lead time and grounding consequence.
- Govern premium movement, speculative duplicates and unused returns through explicit economic and custody evidence.
- Command six simulations involving configuration mismatch, customs hold, courier loss, repair rejection and simultaneous AOGs.
- Transfer authority after the successor resolves three unannounced events and one compound capacity conflict across donor aircraft, repair vendor, customs release and premium courier capacity.
Candidate qualifications
- Held regional AOG material or aviation-parts logistics authority across several airline fleets.
- Recovered grounded-aircraft support involving configuration, repair, customs, pooling and courier constraints.
- Allocated scarce serviceable parts without claiming engineering, airworthiness or maintenance-release authority.
- Managed exchange, loan, pool and repair-loop custody across airlines, suppliers and stations.
- Built part-level decision evidence that separated inventory presence from technically usable availability.
- Transferred round-the-clock AOG command to permanent leadership through compound live events, preserving engineering release, export-control and maintenance-planning decision boundaries.
Non-negotiables
- Available within nine days for Dubai residence, on-call coverage and six simulations.
- Direct AOG material command is required; general aviation procurement experience is insufficient.
- Will disclose airlines, MROs, OEMs, pools, couriers, brokers and repair vendors.
- Will not determine interchangeability, certify parts, file customs, alter records or direct aircraft release.
- 49 words maximum. Describe an AOG where the nearest available part was not the fastest usable option.
- 49 words maximum. How did you control speculative duplicates without removing operational optionality?
- 49 words maximum. State your Dubai availability and the largest AOG network you commanded.
