The mandate

The Regional Head will own the financial discipline connecting investment priorities to approved capacity, delivery evidence and realised value. Proposals receive robust front-end attention, but aggregate timing, resource contention and post-approval economics are less consistently visible. The role will establish a regional portfolio view that supports stopping and resequencing as readily as new approval.

This permanent remit covers appraisal standards, portfolio affordability, dependency economics, locked baselines, continuation review and benefits reconciliation. It must handle unlike investments fairly without forcing all strategic or resilience value into one formula, while preventing narrative claims from escaping financial scrutiny.

The Regional Head can approve finance methodology, require case revision, recommend stage releases and refer deteriorating commitments to the appropriate forum. Capital approval and implementation remain with their authorised owners. The position will not sponsor investments it later evaluates.

The first-year arc includes active-portfolio triage, a common review standard, two continuation rounds and benefits backchecks. Success means resource moves when evidence changes, original theses remain recoverable and finance partners can independently challenge both attractive and difficult decisions.

What you will own

  • Reconcile the active investment portfolio by approved amount, committed cash, forecast completion, benefit status, dependency and decision forum.
  • Establish review tiers based on exposure, uncertainty, irreversibility and implementation risk.
  • Require cases to state counterfactual, capacity demand, integrated financial impact, scenario range and measurable owner commitments.
  • Lock approval baselines and maintain a controlled record of scope, timing, assumption and executive decision changes.
  • Conduct two continuation rounds that compare further funding, pause, resize, stop and redirect options.
  • Introduce value tracking that distinguishes delivered capability, adoption, operational outcome and reconciled financial benefit.
  • Identify cross-investment resource contention and sequence decisions before delays destroy option value.
  • Build regional investment finance capability and succession through observed reviews and calibrated challenge.

Candidate qualifications

  • At least 17 years in regional FP&A, investment finance or portfolio governance, including leadership of senior finance teams.
  • Evidence of an investment portfolio decision changed through continuation review rather than initial appraisal.
  • Expertise in capital capacity, integrated appraisal, counterfactuals, dependency mapping, stage gates and benefit attribution.
  • A case where shared implementation capacity required resequencing independently attractive proposals.
  • Experience preserving original case logic through approved scope or timing changes and reporting outcome fairly.
  • Demonstrated independence from investment sponsors and clear governance of finance challenge.
  • A strong record developing regional finance partners into credible committee advisers.

Working terms and boundaries

  • The ongoing appointment has year-one gates after portfolio reconciliation, first continuation round, benefits backcheck and capability review.
  • Finance method and review readiness are in scope; capital approval, sponsorship and delivery execution remain elsewhere.
  • Hybrid work includes in-person portfolio forums and scheduled travel for material dependency and value reviews.
  • The Regional Head cannot both sponsor and independently validate the same benefit; conflicts of role require reassignment.
  • Year-one completion requires reconciled portfolio data, two continuation cycles, evidenced reallocation and sustainable internal ownership.
