The named deliverable is an Urban-Forest Service Architecture covering asset identity, inspection trigger, professional assessment, work priority, permit and utility interface, crew planning, traffic management, contractor allocation, completion evidence, community notification, storm command, planting establishment and post-work learning. It will include district archetypes, decision rights, risk-to-service states, capacity models, contract controls, equity measures and a costed implementation sequence.
Four milestones govern five months. By week four, milestone one reconstructs fifty tree journeys across eight districts. Week nine delivers backlog, capacity and contract diagnosis with service alternatives. Week fifteen concludes field laboratories and exercises for windstorm, utility conflict, disputed removal, inaccessible site and mass planting failure. At week twenty, the final milestone supplies the accepted architecture, district transition plans, procurement changes, investment case and twelve-month backlog.
Acceptance rests with the chief operating officer and Environment Committee, with qualified arborists and emergency officers retaining professional and statutory judgments. Work is accepted only when district teams can route five unseen cases through named authority and evidence, contractors reproduce completion records, storm and routine capacity reconcile, and canopy reporting includes establishment and distribution rather than trees ordered. Community dissent must remain visible without displacing authorised risk decisions.
The client authority provides inventories, inspections, work orders, incidents, contractor data, utility agreements, planting and survival records, complaints, budgets and controlled field access. Consultants will not inspect or diagnose individual trees, approve removal, direct live storm crews, interpret law, award contracts or certify safety. Detailed arboricultural standards, technology build and field implementation are excluded; specialist conclusions remain attributed.
