The mandate
The fare-platform executive resigned after delayed concession updates and journey aggregation produced inconsistent charges for a defined passenger cohort. Gates and validators accepted taps, but account state, capping, concession entitlement and refund evidence diverged across channels after offline travel. The authority has paused a broader account-based rollout while a public-impact review and daily operations continue.
The interim must begin within two weeks for eight months, leading cohort review, control repair, peak qualification and successor handover. A permanent search starts immediately with a future remit spanning technology and passenger resolution. Five weeks of overlap are reserved; the assignment will not extend for discretionary feature work or a delayed search once operating acceptance is met.
Handover requires every sampled fare to resolve to tap, device state, travel sequence, concession version, capping rule, charge, settlement, communication and remedy; the affected cohort must be dispositioned; and two peak exercises must reconcile offline journeys. The successor will command an unseen delayed-entitlement scenario and accept residual validator, banking-partner and archive debt.
The interim may stop fare releases, impose conservative caps, quarantine account states, direct the authorised CLP18 billion remediation and appoint temporary control leads. Fare policy, passenger redress, permanent appointment, operator liability and spending above budget require accountable authority approval. The seat cannot determine statutory concession eligibility or direct train and bus operations.
Fleet operations, tariff redesign and replacement of physical validators beyond the affected programme are outside this assignment. The leader may require interfaces and test evidence but does not own retail top-up strategy, broader mobility planning or historic cleansing without passenger, accounting or retention consequence. Recovery must prioritise transparent calculation and fair resolution across connected and offline travel.

The incident showed that device acceptance did not prove correct account-based charging after delayed information crossed channels. Resignation removed authority during public scrutiny and live fare collection.
