The mandate
The first large electric-bus cohort is approaching battery replacement, but depots lack common rules for removal evidence, isolation, state-of-health handoff and owner responsibility. OEM takeback, second-life propositions and recyclers assume different pack conditions and transport preparation. The defined problem is to design a reverse network that safely moves intact and damaged packs to an accepted destination, uses battery-passport evidence where decision-useful, and preserves the difference between eligible assessment and approved second life.
The external team is accountable for an Electric-Bus Battery Takeback Architecture spanning removal trigger, identity and passport record, ownership, electrically safe state, condition assessment, quarantine, fire response, packaging, dangerous-goods eligibility, movement, temporary storage, OEM return, second-life assessment, disassembly, recycler acceptance, recovered-material evidence and residue. Battery archetypes, eight depot plans, partner requirements, decision rights, incident playbooks and full route economics must sit in the same deliverable.
By day 21, thirty battery movements and near misses must be reconstructed from depot removal to destination response. Ownership, condition and route archetypes are challenged with engineering in the second month. Depot crews and receiving partners work practical cases during months three and four, leading to an agreed design release on day 126. Damaged, undocumented and destination-rejected packs are then exercised as a combined disruption. At six months, the authority receives eight depot transitions, provider schedules, passport requirements, investment cases and a year-long mobilisation plan.
Acceptance rests with the fleet officer and council; battery engineers, fire authorities, dangerous-goods specialists and destination operators retain their judgments. Work is accepted only when two depots can route unseen pack conditions through authorised safe states, identity and ownership reconcile, carriers receive complete preparation evidence, a destination confirms capacity before dispatch, second-life decisions remain attributable and rejected packs have a lawful protected fallback.
The client provides fleet and battery registers, maintenance and state-of-health records, passport fields, OEM agreements, incident history, depot layouts, fire procedures, transport studies, partner specifications, costs and controlled trials. Consultants will not make electrical-safe decisions, classify dangerous goods, approve second life, release packs, direct transport or certify recovery claims. Engineering, procurement, permits, system build and live execution are excluded; specialist judgments remain dependencies.
Why this is external work
Fleet operations knows buses, OEMs know their packs and recyclers know accepted feedstock, but no internal owner spans the hazardous reverse journey. The authority needs specialist neutrality before assigning long-term partners. External architecture can join passport data to physical condition and emergency fallback without becoming the battery engineer or recycler selector.

- Exercise damaged pack, missing identity, passport mismatch, storage alarm, carrier refusal and destination rejection.
- Quantify depot, safety, packaging, transport, assessment, reuse, recycling and residual costs without certifying claims.
- Deliver the accepted architecture, eight depot plans, provider schedules, data requirements and costed mobilisation backlog.
Candidate qualifications
- Has designed high-voltage battery takeback or hazardous asset reverse logistics for transport or energy fleets.
- Can evidence a second-life route changed after physical condition, ownership and destination acceptance were joined.
- Understands battery identity, safe states, quarantine, fire risk, dangerous-goods preparation, assessment and recycling.
- Has used passport or lifecycle data without substituting it for physical engineering judgment.
- Can distinguish retired pack, isolated asset, transport-eligible unit, accepted assessment and authorised final disposition.
- Has left depots with repeatable incident and takeback playbooks tested on damaged and undocumented packs.
Non-negotiables
- Can complete eight depot laboratories, four partner trials and three damaged-battery simulations in six months.
- Will not determine electrical safety, classify transport, approve reuse, direct live movements or certify recycling.
- Brings direct traction-battery reverse logistics; fleet electrification strategy or cell sourcing alone is insufficient.
- Will preserve damaged, undocumented, quarantined, carrier-refused and destination-rejected packs in all throughput evidence.
