Critical-Incident Family-Assistance Board Adviser

The mandate

The airline’s emergency plan mobilises operational command quickly, but family assistance depends on passenger and crew data that changes until departure and may not reconcile across booking, boarding and codeshare systems. Recent exercises exposed duplicate family calls, premature status language, limited interpretation and uncertain responsibility for travel and long-term contact. Vendors demonstrated call capacity but not continuity when airports, jurisdictions and casualty information conflict. Directors want evidence that compassion and accuracy can coexist under intense public pressure.

The adviser will challenge an end-to-end family journey covering manifest reconciliation, authority confirmation, contact-centre activation, caller verification, notification support, airport reception, travel, accommodation, personal effects, financial assistance, cultural and religious needs, privacy, memorial activity and longer-term liaison. The framework must distinguish confirmed fact, operational uncertainty and information reserved to competent authorities. Speed targets cannot reward speculative notification or repeated demands on families.

The cadence comprises fortnightly work with emergency and people leads, monthly board-committee attendance in Dubai and two full multi-airport exercises. The adviser will observe handoffs, family role-player experiences, language capability, vendor escalation and shift continuity, then issue a restricted board challenge report. Legal, casualty-identification, safety-investigation, clinical and authority decisions remain attributable to the appointed bodies.

The adviser has no line authority and assumes no executive responsibility for emergency command, family contact, manifests, casualty status, safety investigation, communications or payments. The role cannot notify families, confirm identities, direct responders, contact authorities, release names, approve assistance or speak publicly. Incident command and competent authorities retain operational powers; trained teams deliver care; directors oversee readiness. Advice is not incident certification.

The appointment is fixed for twelve months with no automatic renewal. Any continuation requires a new board mandate after both exercises and a refreshed conflict review. Relationships with airlines, airports, emergency-assistance vendors, insurers, response consultants, media advisers, victim groups and authorities must be disclosed. Relevant conflicts require recusal, and no vendor placement, insurance, response or communications referral economics may be accepted.

What you will own

• Challenge family-assistance readiness from manifest reconciliation and authority confirmation through notification and long-term liaison.
• Test caller verification, family matching, consent, privacy, language, cultural need and protection from duplicate contact.
• Examine contact-centre capacity, shift handover, vendor continuity, surge staffing, recording and escalation under system failure.
• Review airport reception, travel, accommodation, financial support, personal effects, memorial and ongoing case ownership.
• Observe both exercises, recording misinformation risk, decision latency, failed handoffs and family role-player experience.
• Advise on board indicators, unresolved dependencies, responder wellbeing, vendor accountability and readiness thresholds.
• Deliver restricted exercise opinions, a governance charter, conflict record and next-cycle assurance priorities.

Candidate qualifications

• Has led or independently reviewed family assistance after aviation, transport or another mass-casualty event across jurisdictions.
• Understands manifests, notification authority, caller verification, contact centres, victim identification and long-term liaison.
• Can assess compassion, accuracy, privacy, culture and continuity without directing operational response.
• Has designed realistic multi-airport exercises involving vendors, authorities, codeshares and family role players.
• Brings board-level judgement across safety, people, emergency command, communications, insurers and victim support.
• Is independent of emergency-response contracting, assistance vendors, insurance placement and crisis-communications referrals.

Non-negotiables

• Can attend monthly Dubai sessions and both full multi-airport exercises despite remote advisory work.
• Brings direct mass-casualty family-assistance depth; general crisis communications or HR support is insufficient.
• Will not notify families, confirm casualties, direct responders, release identities or imply operational certification.
• Will disclose ties to airlines, airports, vendors, insurers, authorities, media advisers and victim organisations.
