The successor will command a live major incident and night-time terminal exercise during a six-week overlap.

Handover requires six operational services to have complete dependency maps, defined degraded modes, tested recovery rights, airline and handler interfaces, vendor obligations and two-deep India leadership. Three compound-failure exercises must reconcile technical and airport decisions on one timeline. The successor receives service risks, recovery evidence, operational exceptions, supplier actions and capital dependencies.

The interim may declare a digital major incident, activate cross-system command, direct vendor recovery, freeze nonessential changes and commit up to AED 180 million from the approved resilience portfolio. Terminal closure, passenger security, flight allocation, safety decisions and airline communications remain with authorised airport executives. India service leaders receive technical recovery authority and direct operations-control access under stated thresholds.

Physical baggage equipment replacement, terminal construction, air-traffic services, general cybersecurity transformation and systems outside the six operational services are excluded. The seat covers digital service resilience, compound recovery, India operational capability, supplier accountability and succession. It cannot take ownership of airport operations merely because technology failure affects them.
