The mandate

Engineering programmes are waiting for cleared specialists while personnel-security records, programme rosters and physical or logical access lists disagree. Some employees possess an eligible status but lack current need-to-know sponsorship; others transferred programmes without timely debrief or retained access after work ended. Recruiting forecasts treat submitted cases as available capacity, obscuring government adjudication and customer approval dependencies. The cleared-workforce director departed during a sponsor review, leaving an executive gap across staffing, personnel security and programme access.

The first thirty days require a protected population census covering sponsorship, investigation or adjudication status, eligibility, programme need, customer approval, briefing, access, transfer, absence and debrief. By day sixty, priority roles must carry realistic availability dates and every stale access exception an accountable decision. The ninety-day window must clear internal administrative backlogs, strengthen separation between eligibility and access, and produce workforce options that do not pressure security teams to bypass external authority.

Decision rights include setting case priorities, assigning internal evidence owners, suspending unsupported programme access, requiring transfer and exit controls and approving workforce forecasts based on verified status. The interim may stop staffing promises that depend on unapproved access. Government adjudication, clearance determination, customer approval, classified programme need, security incident findings, export licences and access exceptions above delegated authority remain with authorised security and government bodies.

The assignment must leave a permanent cleared-workforce operating model. The leader will appoint or prepare the long-term personnel-security head, embed hire-to-debrief triggers and observe the successor lead one sponsor review, one complex programme transfer and one high-volume access recertification. Handover will identify pending external cases, interim work options, stale records, access suspensions, customer dependencies, debrief gaps and roles whose staffing assumptions remain unverified.

The remit excludes influencing adjudication, accessing classified content beyond authorised need, determining clearance eligibility, investigating security incidents, making export-control rulings and changing programme need-to-know. The leader cannot treat demographic or personal assumptions as security risk, promise clearance dates or use operational urgency to override briefings and debriefs. Government agencies, customers, programme security, export-control officers and adjudicators retain their formal powers.

What you will own

  • Build the protected census across sponsorship, case stage, eligibility, customer approval, briefing, need, access, transfer and debrief.
  • Reconcile personnel-security files, HR events, programme rosters, physical badges and logical-access evidence for priority populations.
  • Separate externally controlled adjudication time from internal evidence, submission, briefing, transfer and recertification delay.
  • Set realistic workforce availability and alternative-work assumptions without representing submitted cases as cleared capacity.
  • Direct stale-access suspension, programme-transfer controls, absence review, exit debrief and sponsor escalation within delegated authority.
  • Establish indicators for backlog age, record mismatch, unbriefed eligibility, access without need and overdue debrief.
  • Transfer secure governance, status definitions, sponsor calendar, exception register and observed access cycles to permanent leadership.

Candidate qualifications

  • Has led personnel-security or cleared-workforce operations within aerospace, defence, intelligence or another classified environment.
  • Understands sponsorship, investigations, adjudication, eligibility, customer approval, briefing, need-to-know, access and debrief distinctions.
  • Can improve staffing forecasts without promising external decisions or exposing protected personnel-security information.
  • Has remediated stale physical and logical access across programme transfers, long absence and employee exit.
  • Brings credible engagement with government sponsors, customers, programme leaders, cyber, facilities, people and export control.
  • Has handed recovered cleared-workforce operations through live sponsor, transfer and recertification events.

Non-negotiables

  • Can work onsite in Washington and participate in secure weekly programme plus monthly sponsor reviews.
  • Brings direct personnel-security authority; ordinary background screening or identity-access management alone is insufficient.
  • Will not influence adjudication, promise clearance timing, expose protected files or override need-to-know controls.
