A San Francisco AI company commissions a four-month engagement to govern contractor identity, work control, intellectual-property access and exit across research, evaluation and data operations.
The mandate
Researchers engage specialist evaluators, domain experts, red-teamers and data workers through agencies, personal services firms and direct contracts. Suppliers replace people without consistent approval, managers direct work differently from the contracted model, and access persists across project boundaries. Neither Procurement nor People Operations can reproduce who worked on sensitive models, under what relationship and with which obligations.
The engagement deliverable is a Contingent Workforce Risk Architecture covering demand, relationship route, supplier due diligence, individual identity, work direction, access, confidentiality, intellectual property, location, hours, wellbeing, payment, performance interface, substitution and exit. It must distinguish business controls from legal classification conclusions and prevent vendor populations from remaining anonymous to accountable work owners.
Milestone one at week three accepts population and consequence maps; week seven approves engagement routes and worker-level evidence. Week twelve completes four research and operations journeys plus supplier controls. At week seventeen, accepted playbooks, contract-control requirements, risk measures, trained client owners and an unseen supplier-collapse simulation complete delivery.
Acceptance requires sponsors to identify and justify every person with model or dataset access, Procurement to reproduce supplier and substitution approvals, and Security to close project-specific privileges. The Chief People Officer signs only after client teams transfer a live evaluation project between suppliers without losing work provenance, worker safeguards, intellectual-property evidence or access control.
The client will provide supplier and worker populations, contracts, statements of work, access logs, project registers, location data, payment routes, incidents, security classifications, legal advice obtained by management and named sponsors. The consultant does not provide worker-classification or employment-law advice, select suppliers, manage individuals, set pay, investigate conduct, configure access or operate procurement.

Independent architecture can connect the person, sponsor, project and obligation without declaring employment status, selecting vendors or becoming the operational manager of a distributed workforce.
What you will own
- Reconcile agencies, personal service firms, direct contractors, individual workers, accountable sponsors, sensitive projects and production system identities.
- Define approved engagement routes by work control, sensitivity, duration, location, substitution and dependency characteristics.
- Establish worker-level evidence for confidentiality, intellectual property, access, training, wellbeing and project readiness.
- Govern supplier substitution, scope change, location change, manager direction, extension, incident and exit events.
- Map model, dataset, repository and evaluation access to named purpose, sponsor, expiry and removal evidence.
- Rehearse a supplier collapse, anonymous substitute, location breach, project transfer and disputed work product.
- Deliver population controls, route decisions, sponsor duties, supplier requirements, measures and implementation backlog.
Candidate qualifications
- Designed contingent-workforce governance for AI, technology, research or another intellectual-property intensive scale-up.
- Reconciled supplier entities, individual workers, sponsors, projects, access and contract obligations at person level.
- Governed substitution, work direction, data sensitivity, location and exit without giving classification advice.
- Protected distributed workers and confidential assets while preserving Procurement, Legal and Security decision authority.
- Built supplier-failure and project-transfer controls that retained provenance, access and accountable ownership.
- Transferred durable contractor lifecycle governance to internal teams through repeated live high-sensitivity work journeys.
Non-negotiables
- Can lead San Francisco laboratories and both controlled supplier-failure rehearsals within four months.
