The mandate
Certificates, rank experience, vessel-class familiarity, dangerous-goods knowledge and route-specific requirements are maintained across crewing agencies, ship records and regional offices. Last-minute substitutions can satisfy minimum manning but leave weak team composition or unfamiliar equipment. A port-state finding exposed an expired endorsement and the competence leader departed before peak crew rotations.
The ten-month assignment starts within two weeks and covers immediate roster containment, three global rotation cycles, two emergency substitution drills and permanent-leader induction. A vessel transfer, rank change, new equipment, route restriction, certificate expiry, medical limitation, agency substitution or prolonged leave becomes a governed competence event. Six weeks are protected for handover; no extension will cover routine crewing or labour-supply contracting.
Exit requires one seafarer identity, verified certificates and endorsements, vessel and task evidence, route constraints, team-composition rules, expiry and renewal alerts, substitution controls, roster-to-readiness reconciliation and three rotations within tolerance. The successor must staff an unseen casualty replacement involving a new vessel class and route restriction before accepting authority.
The interim may remove unverifiable people from proposed rosters, freeze agency substitutions, require source verification, impose team-composition thresholds, redirect €32 million of authorised recovery spend and replace temporary competence leads. Masters retain shipboard command; authorised bodies issue certificates; medical professionals decide fitness; Operations approves sailing and crewing managers select individuals.
Navigation decisions, certificate issuance, medical diagnosis, collective bargaining, immigration advice, disciplinary action and fleet scheduling beyond competence constraints are outside scope. The leader may prevent deployment but cannot command a vessel or declare fitness. Minimum manning will not be treated as proof of collective capability for the vessel, cargo and route.
