The CIO will turn an overloaded technology portfolio into a sequenced programme that improves service reliability, user experience and spending discipline without disrupting essential operations.
Stabilise first
You will assess critical applications, service dependencies and delivery commitments, identifying where technical debt threatens operational continuity. You will strengthen incident escalation, recovery exercises and supplier performance reviews while developing the permanent technology leadership team.
First 30 days: produce a service risk baseline, portfolio inventory and stakeholder map with immediate stabilisation actions.
Build the renewal programme
- Reset the investment portfolio around service outcomes, stopping duplicate work and assigning an accountable business owner to each priority.
- Establish a workable enterprise architecture and migration sequence, including integration, data ownership and supplier dependencies.
- Rebuild delivery governance with finance, procurement and service leaders, linking milestones to acceptance evidence and realistic resource capacity.
The first six months
1. By day 90: obtain approval for a funded roadmap, revised delivery cadence and recovery priorities for critical services.
2. By month six: demonstrate improved milestone predictability and service performance against the agreed baseline, with a documented succession and handover plan.
Leadership needed
The role requires senior CIO responsibility in a complex service organisation; evidence of legacy modernisation, supplier management, budget ownership and communication with executive governance bodies.
Additional useful experience includes experience with public procurement, citizen-facing services and transitions spanning multiple government or institutional stakeholders.
Scope of the appointment
The role carries executive delivery responsibility within an agreed budget and delegation. It reports to the CEO, or to the board where the appointment is for CEO. Major decisions follow the organisation’s reserved matters.
An initial six to nine months is envisaged, normally four to five days a week, including diagnosis and an orderly handover. Start date, remuneration, travel and on-site attendance will be agreed for the appointment.
