The interim CDO will lead modernisation of public-interest services with attention to accessibility, staff capability and end-to-end delivery. The assignment is to improve how a service works, including the difficult cases that do not fit a standard digital transaction.

Establish the delivery focus

Identify the journeys with the greatest avoidable delay, rework or uncertainty. Use service evidence and user research to distinguish technology limitations from policy, process or ownership problems. Build a prioritised programme with clear operational sponsors and realistic dependencies.

Responsibilities across teams

Lead multidisciplinary delivery, set product priorities and align data, technology and service operations. Ensure changes are tested with users and frontline staff before scaling. Design exception handling and assisted routes alongside self-service capability. Govern suppliers through deliverables and service outcomes rather than activity reports.

The delivery plan should include the non-technical changes required for a service to work: decision authority, staff training, correspondence, exception handling and performance review. The CDO should identify where a digital step exposes an unresolved policy or operating question and secure a decision from the appropriate owner. Improvement trials should include users with different access needs and complex cases. Scale only when the evidence shows that the complete service is more reliable, not simply that the new interface is usable.

Qualified candidates

Candidates should have led digital transformation in a complex service organisation and demonstrate improvements in completion, timeliness or accessibility. They need practical experience of organisational change and the judgement to challenge unnecessary complexity. Technical familiarity is important, but the role is broader than technology procurement.

What should remain after the interim period

The permanent team should inherit service ownership, a functioning delivery rhythm and evidence for continuing investment decisions. Candidates should explain how they have stopped a programme from measuring success only through launches or user registrations. Availability and conflicts involving current roles or providers must be reviewed before appointment.
