The mandate

The group intends to expand India flight-sciences ownership, but candidate work packages mix analysis production with assumptions, model stewardship, tool qualification and certification judgment retained in France. The defined problem is to identify complete, safe and valuable engineering outcomes that can transfer without severing evidence from accountable design authority or leaving India dependent on undocumented expert intervention.

The named deliverable is a Flight-Sciences Work-Package Transfer Blueprint and Acceptance Suite. It must classify analysis families, map inputs and evidence, allocate design and independent-check rights, define tool and model stewardship, supplier access, talent roles, transfer sequence, source exit, economics and four executable acceptance scenarios.

Four milestones govern five months: by week three, accept the analysis and dependency inventory; by week nine, deliver candidate package and authority maps; by week sixteen, run acceptance scenarios for two selected packages; and by week twenty-two, submit the blueprint, source-exit plan and design-panel recommendation. Each invoice follows milestone acceptance.

The chief engineer and transfer panel will accept the work only when each package has bounded inputs, outputs, assumptions and certification use; qualified tools and reference models are accessible; India leads can resolve simulated discrepancy and change decisions; independent checking remains credible; source roles have evidence-based exit conditions; and client teams can classify another analysis family unaided.

The client will provide analysis inventories, design procedures, models, tool qualification, certification plans, supplier agreements, programme calendars, past discrepancies and access to France and India specialists. The consultant will not perform flight analysis, approve designs, certify aircraft, recruit staff or execute transfer; unresolved airworthiness judgment remains with the design organisation.
