A Tokyo connectivity consortium needs a specialist director to expose cyber dependencies across cable landing, remote power, marine repair and partner coordination during a seven-month resilience programme.
The mandate
An international cable consortium has assessed physical cuts and capacity failover extensively but cannot explain how compromised landing-station management, remote power-feeding access or shared maintenance credentials would alter recovery. Partner inventories disagree, a marine repair contractor receives operational data through unmanaged collaboration channels, and network rerouting exercises assume the management plane remains trustworthy. The project must join cyber evidence to the engineering realities of a geographically distributed shared asset.
The deliverables are an end-to-end control-path model, landing-station trust baseline, power-feeding remote-access design, partner identity standard, cyber-informed repair playbook and witnessed multi-party recovery exercise. Work must distinguish traffic-layer redundancy from loss of safe management, address isolated stations with limited staffing and define minimum evidence when consortium partners cannot expose sensitive internal designs. Recommendations must allocate cost and authority across ownership boundaries.
Four milestones govern seven months: consortium dependency and authority map by 6 November 2026; two landing-station assessments plus priority control-path decisions by 18 December; remote power and marine-repair exercise by 12 February 2027; and accepted resilience case, funded roadmap and partner handover by 9 April. Exercise success includes disputed telemetry and loss of one collaboration channel rather than a clean scripted cable cut.
Acceptance requires landing engineers to validate safe operational boundaries, security teams to reproduce privileged paths, marine operations to execute evidence-preserving dispatch, and every critical consortium action to have a named decision owner. The executive sponsor consolidates partner defects and responds within seven working days at each gate. Route diversity claims do not close a finding when the alternate capacity shares management identity, power control or a compromised landing dependency.
The client provides cable and branch topology, station diagrams, power-feeding procedures, capacity and routing plans, partner agreements, remote-access records, repair contracts, exercise windows and escorted access to designated sites. Each consortium member names an empowered technical representative and identifies restricted evidence before discovery begins. The director will work through agreed attestations where disclosure is prohibited, but cannot accept an unsupported confidentiality claim as proof of control.
Why this is external work
Subsea resilience fails if executives treat a physical alternate route as independent while its management and repair decisions rely on the same compromised trust chain. Consortium ownership also creates ambiguity about who may isolate a station or preserve evidence during an international outage. A single resilience case will expose shared dependencies and give partners rehearsed authority before a high-pressure restoration.
What you will own
- Trace operational trust from network management and optical terminals through landing stations, power feeding, partner access and repair coordination.

- Integrate cyber ambiguity into capacity rerouting, fault localisation, power decisions, ship dispatch, spares release and customer communication.
- Run a multi-party exercise with conflicting telemetry, unavailable approvers, evidence restrictions and loss of a familiar coordination channel.
- Transfer the resilience case, partner decision matrix, investment portfolio, assurance schedule and unresolved sovereignty constraints.
Candidate qualifications
- Directed security or resilience for subsea cables, carrier networks, landing stations or comparable shared international infrastructure.
- Can evidence a common-mode management dependency that invalidated an apparently diverse physical network design.
- Understands optical transport, cable landing operations, power feeding, network management and marine repair decision sequences.
- Has secured privileged vendor access where multiple asset owners and national restrictions limited central control.
- Designed international exercises that tested decision authority and evidence ambiguity, not only capacity rerouting after a clean outage.
- Converted complex consortium obligations into funded controls, named owners and technically credible acceptance evidence.
