A Munich property operator needs a specialist director to trace unsafe building-control pathways, prove compensating protections and secure acceptance of a cyber-physical safety design within five months.

The mandate

A premium-property portfolio has connected access control, lifts, ventilation, metering, fire interfaces and tenant applications through several generations of building-management technology. A recent remote-maintenance error drove two towers into conflicting smoke-control states, yet neither the cyber team nor the engineering contractor could reconstruct the command path. The engagement must determine where digital compromise could create unsafe physical behaviour without treating every facilities defect as a security finding.

The deliverables are a zone-and-conduit model tied to physical consequences, a remote-vendor control design, a safety-informed threat analysis, a prioritised retrofit portfolio and a tested degraded-operations playbook. Outputs must cover proprietary controllers, gateway dependencies, shared engineering workstations, emergency overrides, tenant integrations and sites whose replacement windows are measured in years. Each recommendation needs an operational owner, interim protection, cost range and verification method.

Four milestones structure the five-month assignment: consequence and architecture baseline by 23 October 2026; exploitable-path validation and vendor-account redesign by 20 November; two live-site degraded-mode exercises plus investment choices by 18 December; and the signed portfolio safety-security case by 29 January 2027. The client may move a site exercise once for an actual emergency, but not substitute a tabletop for agreed field evidence.

Acceptance requires the Chief Engineer and Group Security Officer to reconcile every critical pathway, site managers to complete recovery drills within approved safety boundaries, procurement to adopt the vendor-access clauses, and the investment committee to decide the residual-risk portfolio. Findings count as closed only when control evidence, operating procedure and accountable owner agree; presentation approval alone is insufficient. The sponsor has five working days at each gate to accept or return a consolidated defect list.

The client provides current BMS drawings, controller inventories, maintenance credentials, safety cases, incident logs, vendor contracts, site access, union-approved working windows and named engineering escorts. It also arranges access to fire consultants and insurers where interpretations differ. Missing drawings will be recorded as an exposure and reconstructed collaboratively; the director is not expected to reverse-engineer inaccessible equipment or certify statutory fire compliance.

Traditional cyber scoring obscures whether a compromised point merely affects comfort or can defeat a life-safety sequence. Engineering teams know the plant but have tolerated opaque remote support, while security teams lack authority to test physical consequences. What you will own

  • Establish the consequence taxonomy linking digital commands to smoke movement, lift recall, access release, ventilation loss and unsafe maintenance states.
  • Direct authorised pathway testing from vendor portals and engineering workstations through gateways, controllers, field devices and manual safety overrides.
  • Reconcile cyber controls with fire strategy, machinery safeguards, evacuation procedures, lease obligations and insurer engineering recommendations.
  • Design privileged remote maintenance using bounded sessions, verified technicians, site approval, command recording, emergency revocation and break-glass recovery.
  • Prioritise retrofit investments through credible exploitability, physical consequence, occupancy exposure, equipment obsolescence and planned refurbishment windows.
  • Run field exercises that prove facilities teams can isolate automation, preserve essential services and restore verified configurations without unsafe improvisation.
  • Produce the portfolio safety-security case, exception register, vendor obligations, verification calendar and executive residual-risk decisions required for acceptance.

Candidate qualifications

  • Directed cyber-physical assurance across a multi-site property, airport, hospital or similarly complex occupied-estate automation environment.
  • Can evidence a finding where controller behaviour, engineering logic and human operating procedure altered the initially assumed cyber consequence.
  • Understands building-management protocols, life-safety integration, remote maintenance architectures and the constraints of long-lived proprietary plant.
  • Has safely governed live testing around occupied buildings, emergency systems, facilities permits and vendor warranty boundaries.
  • Converted technical pathways into capital choices that satisfied engineers, security leaders, insurers and investment decision-makers.
  • Leaves field-verifiable artefacts and trained operators rather than generic maturity scores, policy catalogues or unattached vulnerability lists.

Non-negotiables

  • Will attend every Munich site window and the scheduled Frankfurt and Nuremberg sessions.
  • Can distinguish statutory safety assurance from cybersecurity advice and will not imply certification authority.
