An aerospace supplier needs five months to redesign workforce screening and assignment controls where nationality, residency, programme access and licence conditions are inconsistently interpreted before programme expansion.

The mandate

Engineers and contractors move between multinational programmes whose technical data, customer restrictions and licence conditions differ. Staffing teams sometimes treat nationality as an automatic access answer, while programme managers infer permission from facility entry or an earlier project. Export-control officers receive assignment changes late, and HR systems store residency or citizenship facts without clear necessity, protection or expiry. The company needs a lawful, evidence-based workflow that protects controlled technology without discriminatory shortcuts.

The deliverables are a programme-and-access taxonomy, worker-fact standard, assignment decision tree, licence-condition control map, contractor pathway, privacy protocol, exception process and implementation roadmap. The design must separate employment eligibility, security clearance, facility access, customer approval and export authorisation. It must identify when role, technology, location, remote access, travel, dual nationality, residency, subcontracting or programme transfer changes the required review, using counsel-approved rules rather than manager intuition.

Four milestones govern five months: week four accepts programme populations and legal-advice boundaries; week nine completes workflow and outcome diagnostics; week fifteen accepts target controls and data minimisation; and week twenty-two delivers simulation evidence, training, system requirements and rollout sequencing. Billing follows milestone acceptance. Live licence and classification decisions remain with authorised export-control professionals and counsel, not the consulting workstream.

Acceptance requires staffing and programme owners to reproduce representative assignments from role request through authorised access; export-control owners must validate decision routes; privacy must approve worker data fields and retention; and two simulations must cover programme transfer plus cross-border remote work. The sponsor returns a single exception register within seven working days, distinguishing legal disagreement, operational feasibility and missing technology.

The client provides programme classifications, licence and proviso records, role and access profiles, worker and contractor data, assignment histories, access logs, policy, counsel guidance and secure system access. The consultant does not classify technology, interpret export law, approve licences, decide individual access, conduct investigations, contact authorities, determine security clearance or advise employees personally.

Why this is external work

Programme leaders prioritise scarce skills, export-control teams protect authorisations and HR protects fair employment, but current handoffs force each function to infer the others’ decision. Vendor screening products cannot define lawful access. External workforce-control expertise can design consistent evidence and minimum data without issuing export decisions or promoting exclusion by nationality.

What you will own

  • Map programme technology, locations, customer constraints, licence conditions, remote access and accountable export-control decisions.
  • Define minimum worker and contractor facts with purpose, source, consent or basis, protection, retention and correction routes.
  • Separate employment, immigration, clearance, facility, customer and export-authorisation decisions throughout the assignment journey.
  • Design hire, transfer, travel, remote-work, subcontractor and offboarding triggers with dated review and access consequences.
  • Test representative assignments for discriminatory shortcuts, stale permissions, missing provisos and unrecorded programme changes.
  • Establish exception, escalation, recertification and audit evidence without giving managers access to unnecessary personal data.
  • Deliver controls, training, privacy changes, system requirements, simulation results and phased adoption.

Candidate qualifications

  • Has designed workforce and assignment controls in aerospace, defence, semiconductors or another export-controlled environment.
  • Understands technology classification dependencies, licences, provisos, deemed access, remote work, travel and programme transfers.
  • Can distinguish export authorisation from employment, immigration, security clearance, facility and customer approval.
  • Has built fair, privacy-controlled worker-data processes without using nationality as a crude exclusion proxy.
  • Brings credible collaboration with engineers, staffing, security, export officers, counsel, privacy and contractors.
  • Is independent of screening vendors, licence services, staffing firms and security-technology placement incentives.

  • Can maintain the Toulouse hybrid cadence and complete both cross-border assignment simulations.
  • Brings direct export-controlled workforce design; ordinary pre-employment screening or access management is insufficient.
