The mandate

A district pilot coordinates ride-hail pick-up, delivery loading, accessible transport, shared vehicles and enforcement through separate allocation rules and feeds. Each service performs reasonably in isolation, yet conflicts at peak times displace accessible journeys and create unsafe stopping outside managed zones. The authority needs an operating platform design that makes public priorities and exceptions explicit before geographic expansion.

The deliverable is a Curb-and-Fleet Orchestration Blueprint covering entitlement, reservation, dynamic allocation, geofenced state, enforcement evidence, accessibility priority, operator interfaces and public accountability. It will include a reference decision service, three district scenarios, governance and full cost. The design must support heterogeneous operators without handing a single commercial platform permanent control of public space.

Milestone one in week three provides journey observation, conflict evidence and policy-to-system mapping. Week seven closes milestone two with decision rules, architecture and trial plan. At week twelve, milestone three supplies shadow trials through routine and disrupted peaks. The accepted blueprint, operator contracts, equity evidence and scale recommendation form milestone four in week seventeen.

Acceptance requires transport operators and enforcement teams to reproduce every sampled allocation from recorded policy and source state; accessibility advocates must validate priority behaviour in unseen scenarios; and three peak trials must reduce unsafe displacement without unacceptable congestion transfer. The two sponsors sign after internal staff change one policy rule, rerun the scenario and explain distributional effects unaided.

The client will provide curb inventories, permits, fleet and trip feeds, enforcement records, accessibility journeys, traffic counts, complaints, operator terms and policy objectives. Operators and community representatives will join trials; client engineers implement the reference service. Street Operations retains safety decisions, and the mobility chief will resolve contested priorities within two working days.

Why this is external work

Commercial operators optimise fleet access, enforcement teams focus on compliance and planners model aggregate movement, while no group owns the contested allocation of scarce curb space. The existing pilot supplier benefits from wider deployment. External work provides neutral orchestration logic, accessibility scrutiny and a portable public operating model before procurement or expansion.

What you will own

  • Map competing passenger, delivery, accessible, service, emergency and public-realm claims on each managed curb segment by time.
  • Translate policy priority into testable allocation, reservation, cancellation, overstay, exception and enforcement decision rules.
  • Define operator contracts for identity, location confidence, arrival, departure, availability, correction and response to allocation change.
  • Design degraded behaviour for unavailable fleet feeds, inaccurate geofences, enforcement outage and sudden emergency restriction.
  • Run shadow trials measuring unsafe displacement, wait, empty circulation, accessibility outcome, enforcement burden and adjacent-street effect.
  • Compare platform structures through public control, operator neutrality, interoperability, privacy, support, cost and supplier-exit feasibility.
  • Transfer policy change, scenario testing and operator onboarding to a standing mobility and street-operations council.

  • Designed urban mobility, curb, fleet or transport-allocation platforms spanning public authorities and multiple commercial operators.
  • Converted contested public policy into executable decision rules while preserving exceptions, appeal and accountable human override.
  • Measured accessibility and displacement effects rather than treating vehicle throughput as the only mobility outcome.
  • Governed geospatial and real-time operator data with explicit confidence, privacy and enforcement-evidence boundaries.
  • Ran live or shadow district trials under peaks, disruptions and incomplete partner feeds before recommending scale.
  • Delivered a portable public operating model without commercial attachment to a fleet or curb-platform supplier.

Non-negotiables

  • The named director must lead Singapore street observation, operator workshops and all three district trial reviews.
  • No investment, reseller or delivery commission may exist with mobility operators, curb platforms or enforcement-technology suppliers.
  • Public safety, accessibility and enforcement decisions remain with authorised officials and cannot be delegated to the reference service.
  • Individual travel data must be minimised and retained only where necessary for an approved allocation or enforcement purpose.
