• Induct the permanent leader and transfer route risks, provider cures, live incidents, capacity constraints and protected security dependencies.

Candidate qualifications

• Has held executive authority across examination materials, currency, elections or another nationally distributed high-security logistics network.
• Can evidence custody recovery after dispatch and courier scans failed to prove authorised receipt and final disposition.
• Understands secure printing, sealed packing, vaults, route confidentiality, dual control, centre receipt, quarantine and return reconciliation.
• Has allocated contingency transport while preserving investigation, content, police and local operating authority.
• Can distinguish dispatched packet, sealed custody, centre-accepted material, authorised use and reconciled script return.
• Has handed a scrutinised secure-logistics recovery to permanent leadership after unannounced route and centre exercises.

• Can start onsite in New Delhi within two weeks and join unannounced regional route and centre observations.
• Will not access examination content unnecessarily, determine culpability, direct police or override centre opening authority.
