The mandate
The integrated turnaround scope has grown through inspection findings and project tie-ins, but readiness reporting aggregates thousands of tasks without exposing access, isolation, engineering, material and contractor dependencies. Frozen work reopens through informal executive escalation, while congestion and simultaneous operations are assessed by discipline rather than physical area. Leaders need a governance system before execution, not additional schedule detail.
The named deliverable is a Turnaround Governance Architecture defining scope entry and removal, readiness evidence, decision dates, freeze authority, discovery handling, area congestion, contractor interfaces, cost and schedule contingency, daily control, restart transition and learning capture. It must connect strategic event objectives with executable workfronts and preserve independent process-safety, inspection and engineering approvals.
Milestone one at week four accepts scope and decision lineage; week nine approves readiness definitions and area dependencies. Freeze and discovery governance close at week fourteen, ten residencies at week nineteen and four control rehearsals at week twenty-three. At week twenty-six, accepted playbooks, evidence dashboards, authority matrix, assurance cases and implementation plan complete the sixth milestone.
Acceptance requires client teams to evaluate twelve late scope requests, assemble two area workfronts from raw evidence and run a discovery event through cost, schedule and restart consequences. The Refining President signs only after an unseen isolation conflict and material shortfall are governed without consultant intervention, unauthorised work or retrospective manipulation of readiness measures.
The client will provide scope registers, schedules, inspection history, engineering status, material records, isolation plans, contractor mobilisation, cost baselines, process-safety requirements, site access and accountable workstream leaders. The engagement excludes live turnaround command, technical approval, inspection disposition, contractor award, claims resolution, detailed scheduling, restart certification and assurance of event outcome.

The event organisation is absorbed in building scope and has inherited measures that reward task closure over integrated readiness. Independent turnaround expertise can design challengeable control at workfront level and mediate functional interests before execution without becoming event director, engineering authority or claims adviser.
What you will own
- Trace each scope item to business purpose, technical basis, workfront dependency, decision date and accountable sponsor.
- Define readiness across engineering, material, isolation, access, labour, equipment, permit, safety and restart evidence.
- Establish freeze exceptions with consequence, funding, authority, expiry and displaced-work transparency.
- Map physical workfront congestion and simultaneous operations across areas, shifts, contractors, cranes and protected emergency access.
- Design discovery governance linking technical disposition with schedule, cost, resource, risk and restart decisions.
- Rehearse contested late scope, isolation conflict, material shortfall, contractor congestion and adverse discovery scenarios.
- Deliver governance architecture, role matrix, readiness standards, event playbooks, acceptance evidence and implementation plan.
