Tax Technology and Calculation Controls Director mandate in Singapore, Singapore
Confidential Tax Technology and Calculation Controls Director in Singapore, Singapore, reporting to the Chief Tax Officer. Permanent Taxation appointment at Director level, an ongoing appointment; full time.
The mandate
The Director will own how direct-tax policy and calculation requirements become governed data, workflows and technology controls. This is a tax leadership role with design authority, not a systems administration seat. Its central accountability is to ensure that automation makes tax outcomes more reproducible and reviewable rather than accelerating undocumented assumptions or moving judgment beyond the visibility of tax owners.
The first quarter will map critical calculations, source dependencies, manual interventions and current change routes across compliance, tax accounting, transfer pricing and international tax. The Director will identify where standardisation is justified, where jurisdictional rules require controlled variation and where poor source ownership must be solved before automation begins.
Decision rights include approving tax requirements, data definitions, control design, test acceptance and release recommendation within delegated governance. Technology owners retain architecture, security and production operations; tax technical leaders retain reserved interpretations; financial reporting owns accounting approval. The Director must prevent these interfaces from becoming excuses for ownerless defects.
By month twelve, priority tax calculations should operate from controlled sources with visible transformations, approved versions and explainable exceptions. Change requests must carry technical and financial impact, releases must pass tax-owned acceptance tests, and internal product owners must be capable of sustaining the controls without permanent dependency on implementation advisers.
What you will own
- Establish a tax-technology design standard linking each requirement to legal rule, factual input, transformation, judgment point, control, evidence and accountable owner.
- Prioritise the automation portfolio by tax exposure, manual fragility, data readiness and expected control improvement rather than promised effort reduction alone.
- Approve field definitions and source hierarchy for material compliance, provision, transfer-pricing and international-tax calculations.
- Require test scenarios covering ordinary processing, boundary values, missing data, law change, override, exception and downstream reconciliation.
- Chair release-readiness reviews with authority to withhold tax acceptance when defects affect calculation, evidence or explainability.
- Institute model and configuration change control that records reason, technical authority, regression impact, approval and effective period.
- Measure straight-through processing alongside exception quality, manual rework, unexplained adjustment and time to resolve control failure.
- Build tax product owners who can translate rules, challenge data and accept releases without outsourcing judgment to technologists.
Candidate qualifications
- At least 16 years in direct tax or tax operations, including Director-level ownership of tax calculation, workflow or technology-enabled controls.
- A system or model release you refused because technical requirements or tax evidence were inadequate, and the resulting correction.
- Working breadth across corporate-tax compliance, tax accounting, international tax and transfer pricing sufficient to identify shared and distinct data needs.
- Evidence of translating legislation and tax policy into testable rules without erasing human judgment or local variation.
- Experience designing tax-owned user acceptance tests, reconciliation and release gates across business and technology teams.
- A case where source-data weakness, rather than software, proved to be the true cause of a tax-process failure.
- Demonstrated development of tax product owners able to manage change and challenge technical delivery independently.
Working terms and boundaries
- This permanent full-time role has first-year checkpoints at portfolio prioritisation, first controlled release and product-owner capability review.
- Tax requirements and acceptance sit with the Director; architecture, cybersecurity, production operation and reserved tax positions remain separately owned.
- The annual package includes fixed pay, target bonus and conditional performance shares under standard vesting and approval arrangements.
- Hybrid work includes Singapore design and release forums, with travel only for source or operating evidence unavailable through secure remote access.
- Year-one completion requires approved standards, controlled priority calculations, traceable change, useful measures and independent internal product ownership.
