A Doha hub needs a nine-month leader after transfer growth, early-bag storage faults and fragmented airline-handler decisions drove misconnections, tracing delays and costly aircraft-side interventions.

The mandate

Transfer volume rose faster than early-bag storage and connection-control discipline, while recurring sorter stops are managed independently by airport maintenance, handlers and airline teams. Bags with feasible connections are sometimes held behind already-missed items; aircraft-side expedites lack common thresholds. The baggage director departed after a peak bank produced extensive misconnections despite reported system availability remaining above plan.

The interim starts within ten days for nine months, taking end-to-end operational authority across five daily connection banks. The first forty-five days rebuild bag-level flow truth, missed-connection causality and incident command; later months reset capacity, allocation and recovery practice. Permanent selection begins in month four, with six weeks of paired bank leadership and two unannounced night trials before exit.

Handover requires connection-risk classes, induction and storage envelopes, handler capacity, sorter-degradation modes, aircraft-side rules, tracing ownership, passenger communication and cost evidence. Completion is demonstrated when the successor commands a peak bank with simultaneous sorter-zone loss and inbound bunching, restoring flow without security breach, unsafe ramp intervention, hidden offload or interim escalation.

The leader may reprioritise induction and transfer halls, reserve manual-sort capacity, alter connection thresholds, activate agreed aircraft-side resources, suspend a failing handler process, replace recovery leads and spend QAR120 million within the recovery envelope. Security changes, airline schedule alteration, permanent contracts, workforce dismissal and capital above delegation require executive approval. Security and flight operations retain statutory authority.

Terminal expansion, baggage-system replacement, airline network design, passenger compensation policy, security regulation and long-term handler procurement are excluded. The interim cannot bypass screening, send teams into unsafe ramp zones, manipulate scan status, hold traceable bags to protect metrics or promise connection outcomes unsupported by time remaining. Every manual movement must retain custody evidence.

Why this seat is open

The previous director resigned when a forensic peak review showed that strong equipment averages concealed poor connection decisions and unowned degraded modes. Temporary authority is required before the next travel peak while recruitment targets a permanent leader who understands both automated flow and aircraft departure realities.

What you will own

  • Reconstruct bag journeys across induction, screening, storage, sortation, transfer hall, ramp, aircraft and tracing.
  • Decide connection-risk priorities using time remaining, location confidence, capacity, flight criticality and passenger consequence.
  • Define degraded modes for zone loss, scanner outage, storage saturation, handler shortage and inbound bunching.
  • Allocate manual-sort and aircraft-side capacity through explicit triggers, safety gates and accountable owners.
  • Integrate airport, airline, handler and maintenance command around one event classification and recovery clock.
  • Lead six peak-bank trials including a deliberate sorter-zone loss and incomplete scan data.
  • Transfer command after the successor restores an unannounced night-bank scenario without concealed intervention.

Candidate qualifications

  • Held end-to-end baggage or hub-transfer authority at a high-volume international connecting airport.
  • Recovered complex baggage flow across automated systems, handlers, ramp, airlines and passenger tracing operations.
  • Diagnosed misconnections using bag-level time and custody evidence rather than equipment availability averages.
  • Designed safe degraded modes for sorter failure, storage saturation and compressed aircraft connection windows.
  • Worked across airport, airline and security accountabilities without weakening regulated screening or flight decisions.
  • Transferred twenty-four-hour hub command through live peak banks and deliberately adverse night simulations.

Non-negotiables

  • Available within ten days for Doha residence, night shifts and all six peak-bank trials.
  • Direct transfer-hub baggage command is required; airport project management alone is insufficient.
  • Will disclose airports, airlines, handlers, baggage vendors, security contractors and engineering providers.
