The mandate
A newly opened rail network reports strong national staffing, but critical control, incident and maintenance decisions remain with expatriate vendor employees. Shadowing hours are counted as competence, assessors report through the same vendor whose contract depends on extension and succession dates move after every service event. The workforce localisation head was removed when an emergency exercise revealed unclear authority in the control room.
The interim must assume Riyadh leadership within ten days and serve sixteen months through competence recovery, authority transfer and two seasonal service peaks. Search for a permanent operations-capability leader begins after priority control and maintenance roles have independently verified successors, expected in month nine. The successor will lead one degraded-service exercise and a vendor capability review during seven weeks of overlap.
Handover requires role-specific task and decision standards, trainee populations, evidence-based gaps, independent assessment routes, authorised duty release, trainer and assessor capacity, vendor knowledge obligations, succession dates and safe fallback coverage. Two service exercises must demonstrate national decision authority. The successor inherits delayed individuals, disputed evidence, scarce instructors, contractual dependencies and readiness exceptions.
The interim may reject unsupported competence claims, remove conflicted assessors, require additional supervised exposure, redirect learning resources and commit up to SAR 80 million within approved localisation funding. Safety certification, individual employment action, service control, vendor-contract amendment and authority transfer beyond delegated gates require accountable officers. Operations owns every live rail decision.
Network expansion, timetable design, engineering maintenance strategy, immigration processing and nationalisation reporting outside operational roles remain outside scope. The seat owns workforce capability evidence, assessment independence, knowledge transfer, authorised progression, vendor accountability, team build and succession. It cannot meet a date by signing off simulated competence unsupported by observed performance under disruption.

The emergency exercise showed that reported shadowing did not equal independent operational authority, resulting in leadership removal. Vendor and operator interests diverge as contract extension approaches, while safe service cannot wait. Temporary capability authority can establish independent evidence and observe real operating peaks before permanent leadership assumes the programme.

- Define decision, task, knowledge and emergency-performance standards for control, station, maintenance and incident roles.
- Reconcile national employees, vendor incumbents, shadow assignments, exposure hours, assessments and authorised duty status.
- Establish independent assessors, calibration, conflict controls, evidence samples and appeals for competence decisions.
- Sequence supervised work, simulation, live exposure, duty release and fallback coverage around service risk.
- Enforce vendor knowledge-transfer obligations through named artefacts, trainers, access, observed practice and acceptance evidence.
- Exercise degraded service, control loss, major event and maintenance escalation with role-specific authority observation.
- Transfer capability dossiers, assessor governance, vendor gaps, succession dates and trained internal leadership to the successor.
